Two resolutions for Kosovo and Serbia are the topics that the European Parliament will discuss today, in a plenary session that is being held in Strasbourg. The voting for them, meanwhile, will take place on Wednesday.
This discussion and these resolutions will be the last with this composition of the EP, as, soon, the European elections will take place and the new deputies will be elected.
The European Parliament warned that the discussions will focus on the dialogue between Kosovo and Serbia for the normalization of relations, while support will also be expressed for Kosovo's application for membership in the European Union.
Serbia, on the other hand, is expected to be asked to adapt its positions in foreign policy to those of the EU, including the imposition of sanctions against Russia, due to the invasion of Ukraine.
The texts of the reports were approved two weeks ago in the EU's foreign policy committee, but, according to the procedures of the European Parliament, those texts can be changed in the plenary session if there are proposals and amendments from the deputies.
The rapporteur for Kosovo in the European Parliament, Viola von Cramon, proposed that the text of the resolution for Kosovo include the expression of regret for Serbia's vote against Kosovo's membership in the Council of Europe.
According to her, such an action represents a violation of the Ohrid Agreement, which Kosovo and Serbia reached in March. Based on this agreement, the two countries should not hinder each other in the integration processes.
In the text of the resolution for Kosovo, which was passed by the Foreign Policy Committee with 44 votes in favor, 8 votes against and 3 abstentions, Kosovo's application for EU membership in December last year was welcomed. According to the text, this action reflects the pro-European orientation of the citizens of Kosovo and its clear geopolitical determination.
The text also welcomes the decision to liberalize visas for citizens of Kosovo - a process that was completed on April 25, when the decision was published in the Official Gazette of the EU.
With this decision, citizens of Kosovo will move without visas in what is known as the Schengen Area and consists of dozens of European countries, starting from January 1, 2024.
The European Parliament is expected to, through this resolution, repeat the call for the recognition of Kosovo's independence from the five EU member states that have not yet done so.
The EP will also ask the EU to speed up the enlargement process, calling this the most successful policy of the European bloc for building peace and stability.
In the case of Kosovo, the EP recalls that "the dynamics of the integration process will depend on the progress in the rule of law, in fundamental rights and in the normalization of relations with Serbia".
