The European Commission is waiting for Kosovo to officially notify it of the entry into force of ratified international agreements in order to start paying pre-financing from the Growth Plan.
A European Commission spokesperson told Radio Free Europe/Radio Liberty that Kosovo has requested the release of up to 7 percent of the total pre-financing amount from the Western Balkans Reform Instrument, adding that once the agreements related to the Growth Plan reforms have been ratified by the Kosovo Assembly, the country qualifies to receive pre-financing.
"Once the laws are officially promulgated and this is officially communicated to the Commission, and provided that the general conditions [macroeconomic stability, public finance management, transparency and budget oversight] and preconditions [respect for democratic mechanisms, constructive engagement in the normalization of relations between Kosovo and Serbia] are met, the funds under the Growth Plan can be released," an EC spokesperson told Radio Free Europe.
According to the Regulation of the Reform and Growth Instrument for the Western Balkans, preconditions and general conditions must be assessed each time a disbursement is made. This means that as soon as the loan agreements and the reform instrument enter into force, the European Union will disburse pre-financing funds, provided that the criteria for disbursement are met. The assessment of whether the conditions have been met is given before each disbursement and this rule applies to all countries benefiting from the Growth Plan.
On February 13, the new legislature of the Assembly of Kosovo ratified international agreements with the European Union. These agreements amount to 882 million euros.
The EU package for the Western Balkans – for the period 2024-2027 – is worth 6 billion euros. If we analyze the budget allocations, Kosovo is entitled to about 882 million euros – 253 million in grants and 629 million euros in the form of loans – which means that it benefits from the most funds in the region per capita.
Two other agreements necessary to secure the funds were also ratified: the one enabling the plan package and the reform plan, and the other for the loan agreement.
Over the past year, when Kosovo faced a political crisis and a lack of new institutions, concerns were raised about the risk of losing these funds, as the agreements had not been ratified.
However, two days after the formation of the new Assembly and Government, the deputies of the tenth legislature voted to ratify the agreements with the EU and those with the World Bank.
