The credit rating agency "Standard & Poor's Global Ratings" has reaffirmed Albania's long-term sovereign credit rating at "BB", while maintaining the "stable" outlook.

The announcement by the Ministry of Finance emphasizes that this decision reflects the agency's strong confidence in the country's macroeconomic stability and its resilience in the face of global challenges.

According to the S&P report, fiscal discipline and strong foreign exchange reserves remain the main pillars supporting economic stability. The agency also estimates that Albania's economic growth will be sustainable, driven by private investment, domestic consumption and the EU accession process.

Economic forecasts

• Real GDP is expected to expand by 3.6% in 2025, mainly from increases in real wages and household spending.
• Tourism will remain a key sector, although at a more moderate pace due to market maturation.
• For the period 2026-2028, S&P predicts an average growth of 3.5% per year.

Public finances

The agency projects that the budget deficit will be maintained at an average level of 2% of GDP until 2028, while public debt will gradually decrease to around 51% of GDP by the end of the period. This is expected to be achieved through a prudent fiscal policy after the parliamentary elections.

EU integration

A positive element is the acceleration of accession negotiations, with Albania having already opened 24 out of 33 chapters, including the Competitiveness and Inclusive Growth cluster. Meanwhile, the European Commission has approved a package of €920 million in potential financing for Albania, part of the Growth Plan for the Western Balkans.

Foreign exchange reserves

S&P notes that the country's foreign exchange reserves have reached $7.8 billion by mid-2025, thanks to net purchases by the Bank of Albania and the recent Eurobond issuance. These reserves provide an "important buffer against external shocks." /CNA
