Strong deterioration of the business climate / Amcham index records the largest

The business climate appears to have deteriorated significantly over the past year. The newly released 2025 AmCham Business Index showed a sharp decline from the previous year, with the main impact being the domestic political climate, infrastructure, economic performance, government bureaucracy, and corruption.

According to the publication's data, the AmCham Business Index for 2025 reached 40.34 points out of a possible 100, marking a decrease of 6.13 points compared to the value of 46.47 in 2024.

"Indicators signal a systemic deterioration in market integrity in Albania, with some of the key components having marked the strongest decline compared to 2024.

Among the most problematic indicators are the domestic political climate, infrastructure and perception of corruption, which have recorded the lowest levels in the 14 years since this assessment was published.

The concentration of such a large number of indicators in negative trajectories suggests that the weakening is not isolated, but affects several fundamental dimensions of the business environment.

"According to the data, this trend constitutes an alarm signal for institutions, the business community and all stakeholders interested in the competitiveness and investment climate in the country ," stated the head of the American Chamber of Commerce in Albania, Neritan Mullaj.

This is the strongest historical decline since 2012, when the index began to be published.

The overall perception of AmCham members regarding the business climate in Albania also declined in 2025, decreasing by 9.54 points and dropping to a value of 37.02.

The main concerns identified by survey participants for 2025 were: monopoly and fair competition, government bureaucracy, domestic political climate, informal economy, availability of qualified local staff, and corruption.

"The informality indicator remains one of the main concerns for businesses in Albania. According to the survey results, 73% of respondents perceive the level of informality as high or very high. The assessment of this indicator has dropped to level 3 this year, registering a deterioration compared to the previous edition. This trend shows that the measures taken against informality have failed to produce sustainable results over time and that business perception continues to reflect significant challenges in the implementation of competition rules and the formalization of the economy," Mullaj underlined.

Megjithëse “gjetja e stafit vendas të kualifikuar” ishte i vetmi tregues që shënoi përmirësim në vitin 2025 (+1.45 pikë), ai përsëri mbetet ndër shqetësimet kryesore për bizneset që operojnë në Shqipëri.

Perceptimet u përkeqësuan pothuajse në të gjithë treguesit kryesorë të klimës së biznesit gjatë vitit 2025. Rëniet më të theksuara u regjistruan në klimën e brendshme politike (-14.00 pikë), infrastrukturë (-12.29 pikë), performance e ekonomisë shqiptare (-11.4), burokracinë qeveritare (-9.54 pikë), korrupsion (-9.36 pikë), klima e biznesit (-9.34), ekonominë informale (-6.08 pikë), rendin dhe sigurinë në vend (-6.17 pikë), si dhe në monopolin dhe konkurrencën e pandershme (-4.85 pikë).

Bizneset raportuan gjithashtu një rënie të perceptuar në marrëdhëniet me autoritetet publike. Rënia më e madhe u regjistrua në marrëdhëniet me pushtetin vendor (-7.04 pikë), e ndjekur nga autoritetet tatimore (-5.56 pikë), ministritë (-5.45 pikë), autoritetet doganore (-3.67 pikë) dhe gjykatat (-3.21 pikë).

Perceptimet e pjesëmarrësve në anketë mbi ecurinë e ekonomisë shqiptare u dobësuan gjithashtu ndjeshëm në vitin 2025, duke rënë me 11.44 pikë. Kjo u shoqërua me një rënie të perceptimit për kërkesën e brendshme për mallra dhe shërbime (-2.89 pikë), ndërsa perceptimet lidhur me kërkesën për eksport të mallrave dhe shërbimeve mbetën gjerësisht të qëndrueshme gjatë së njëjtës periudhë.

Tre shqetësimet më të vogla të biznesit janë furnizimi me energji, kërkesa për mallra e shërbime në eksport dhe marrëdhëniet me administratën doganore.

Për herë të parë, anketa e viteve 2025-2026 përfshiu një seksion të dedikuar për mjedisin digjital në Shqipëri. Sa i përket infrastrukturës digjitale, 39.2% e të anketuarve e vlerësuan atë pozitivisht, krahasuar me 23.9% që e vlerësuan negativisht, ndërsa 36.9% mbetën neutralë. Lidhur me e-government (shërbimet qeveritare elektronike) dhe shërbimet digjitale publike, 30.1% e pjesëmarrësve shprehën një vlerësim pozitiv, ndërsa 35.8% i vlerësuan këto shërbime negativisht dhe 34.1% mbetën neutralë.

Pritshmëritë mbeten pesimiste

Kur u pyetën për pritshmëritë për vitin 2025, gjatë hartimit të indeksit të 2024-s, bizneset u shfaqën optimiste, duke pritur një përmirësim të tij. Realiteti tregoi se ata u zhgënjyen, pasi viti 2025 ishte më keq sesa pritshmëritë, me indeksin që shënoi një rënie të fortë.

Për 2026-n, pritshmëritë e biznesit nuk janë më optimiste, teksa indeksi nuk pritet të shënojë ndonjë përmirësim nga nivelet ku rezultoi realisht në 2025-n.

Grafiku i dytë tregon pritshmëritë për Indeksin e Biznesit të AmCham për vitin 2026. Gjithashtu, grafiku krahason pritshmëritë me rezultatin real për secilin prej viteve të kaluara.

Të dhënat historike tregojnë se përgjithesisht pritshmëritë me realitetin kanë shkuar në të njëjtin drejtim, me përjashtim të 2015-s, që përkon dhe me peroudhë zgjedhore dhe të 2025-s.

Metodologjia

The 2025 AmCham Business Index Survey was conducted online from March 30 to April 16, 2026. The total number of survey participants was 208, of which 175 completed the survey in full, answering all questions. The survey was addressed exclusively to members of AmCham Albania (the American Chamber of Commerce in Albania) and asked for their opinion on the business environment in Albania during the past year (2025), as well as their assessment for the current year (2026). /Monitor
