The Ministry of Finance has published a summary of the preliminary performance of consolidated fiscal indicators for the period January-May 2025. This summary reflects the progress of revenue collection and expenditure realization.
According to data from this summary, total revenues reached around 305.92 billion lek for the first 5 months of 2025, while total public expenditures reached around 265.52 billion lek for the first 5 months of 2025.
Preliminary Revenue and Expenditure Performance for January-May 2025:
Total revenues for the 5-month period of 2025 reached about 305.92 billion lek, a realization of 100.2% of the plan for the period. Compared to the same period a year ago, about 18.7 billion lek more or 6.5% more were collected. In annual terms, total revenues for the 5-month period of 2025 were realized at 40.4% of the annual plan.
Revenues collected from Taxes and Customs, for the period January - May 2025, amount to 203.4 billion lek, 1.7 billion lek or 0.8% more than the plan for the period January - May 2025. Compared to January - May 2024, 19.8 billion lek or 10.8% more were collected.
Tax revenues collected by the customs administration (revenues from VAT on imports, excise duties, customs duties and mineral royalties), for the period January - May 2025, were realized at a value of 92.7 billion lek, 3 billion lek or 3.3% more than January - May 2024.
Revenues from VAT on imports, for the period January - May 2025, are 62.3 billion lek, 514 million lek or 0.8% more than the same period a year ago.
Revenues from excise duty, for the period January - May 2025, were realized in the amount of 25.7 billion lek, 2.6 billion lek or 11.2% more than the same period in 2024, as well as realization in the amount of 1.1 billion lek or 4.6% more than the excise duty plan for the period January - May 2025.
Revenues collected from mineral royalties in exports, for the period January - May 2025, are in the amount of 1 billion lek, a realization of 81.5% against the plan for the period.
Revenues from customs duties, for the period January - May 2025, were collected in the amount of 3.7 billion lek, 150 million lek or 4.2% more than January - May 2024, as well as a realization of 88.6% against the plan for the period.
Tax revenues collected by the tax administration (revenues from net VAT in the country, profit tax, personal income tax, national taxes), for the period January - May 2025, were realized in the amount of 110.8 billion lek, 16.8 billion lek or 17.9% more than January - May 2024. Compared to the plan, the revenues collected are 5.3 billion lek or 5% more.
Revenues from VAT collected (net) were realized in the amount of 30.5 billion lek, 7.3 billion lek or 31.5% more than the period January - May 2024, and with realization in the amount of 3.1 billion lek or 11.5% more than the plan for the period. Refunds granted for the period January - May 2025 are in the amount of 6.8 billion lek.
Revenues collected from profit tax amounted to 28.5 billion lek, 899 million lek, or 3.3% more than the period January - May 2024.
Revenues from personal income tax, for the period January - May 2025, amounted to 34.1 billion lek, 7.3 billion lek or 27.2% more than the period January - May 2024, as well as 4.5 billion lek or 15.1% more than the plan for the period January - May 2025.
National tax revenues, for the period January - May 2025, were realized in the amount of 17.8 billion lek, 1.4 billion lek or 8.4% more than January - May 2024.
Revenues from Special Funds, which include revenues from social and health insurance collected by the Tax Administration, ISSH and FSDKSH for the period January - May 2025, were realized in the amount of 73.5 billion lek, 8 billion lek or 12.2% more than the same period in 2024, and with a realization of 104.5% of the plan for the period.
EXPENCES
Total public expenditures, for the 5-month period of 2025, reached about 265.52 billion lek with a realization of 95.4% of the plan for the period, while compared to the same period of 2024, this item resulted 12.1% higher or about 28.6 billion lek more. In annual terms, total expenditures for the 5-month period of 2025 were realized at 32.2% of the annual plan.
Current expenditures, for the 5-month period of 2025, resulted in around 243.42 billion lek, while compared to the same period a year earlier, this item resulted 12.6% higher or around 27.3 billion lek more.
Capital expenditures for the 5-month period of 2025 resulted in around 21.23 billion lek, while compared to the same period a year earlier, this item resulted 2.2% higher or around 461 million lek more.
The surplus level, in the 5-month period of 2025, resulted in around 40.41 billion lek. Compared to the same period a year ago, the surplus level resulted 19.7% lower or 9.9 billion lek less./CNA
