Despite the fact that after 2014, with the amendment of the organic budget law and a series of decisions and instructions, businesses are unable to operate if they do not pay employee insurance, in reality, the obligations in this item are increasing rapidly year after year, as some regions have a stronger tendency to not pay than others.
The Supreme State Audit Office, in an audit at the Social Security Institute, found that the region with the highest number of debtors remains Vlora, with around 7,039 debtors in 2024, or 54 percent of debtors recorded in the country's 12 regional directorates with a district center.
The amount of liabilities in this region is also the largest on a national scale, exceeding 2.92 billion lek in 2024 and constituting 56 percent of total liabilities under regional directorates.
Debar and Elbasan also recorded significant increases, both in the number of debtors and in the value of the debt. In Debar, the number of debtors in 2024 increased by 26% and the liabilities in value also increased. (see table below)
Even in Elbasan, the number of debtors increased by 20% between 2023 and 2024, with an expansion of liabilities from 78.5 million lek to over 81 million lek in 2024.
In regions such as Shkodra, Fier and Gjirokastra, increases are reported, although the amounts are more moderate compared to larger areas.
In Shkodra, the obligation reaches 386.9 million lek at the end of 2024, while in Fier the amount rises to 119.7 million lek, low values ??compared to other regions that are even smaller in terms of population and employees.
On the other hand, some regions show more moderate or almost stable growth, such as Tirana, where the number of debtors increases slightly from 213 in 2023 to 249 last year. While the amount of liabilities rises to 459 million lek with a slight increase from 2023.
The number of debtors and the amount of outstanding obligations for social security benefits has increased in almost all regions since the end of last year.
In total, the number of debtors reached 12,801 in 2024, a 7% increase.
In parallel, the total amount of debt in regional directorates that do not include large businesses expanded by about 4% last year, reflecting a significant increase in accumulated liabilities.
Overall, the data highlights an increasing trend in debt for benefits across the country, with some regions bearing the heaviest burden of outstanding obligations. Vlora remains the main problem, while Dibra, Elbasan and Shkodra show rapid rates of deterioration. /Monitor
