In total, 64,572 workers are employed in the construction sector, reflecting a large concentration of wages in the low and middle ranges, according to the document "Risk management plan for the construction sector (informality and reference wages)", published by the tax administration.
About a quarter of employees in the sector, or approximately 25% of the total, receive salaries that fall within the 40,001 - 50,000 lek per month range, making this range the one with the highest percentage of employees.
A significant portion of employees are also paid in the 50,001 - 70,000 lek range, which includes about 22% of the total, as well as in the 40,000 lek range, with about 18% of employees.
Meanwhile, 12% of employees are paid salaries of up to 39,999 lek, the same as those who receive salaries in the 70,001 - 100,000 lek range.
The percentage of employees with higher salaries is significantly lower. Only 3% of them receive salaries from 100,001 to 120,000 lekë, while 7% receive salaries over 120,000 lekë per month.
In the document, the tax administration emphasizes that the construction sector remains one of the institution's priorities due to the high level of informality and its direct impact on budget revenues and the labor market.
The establishment of reference salaries and the use of in-depth risk analysis to identify cases of under-declaration constitute an important instrument in formalizing the sector and strengthening tax administration.
Construction is dominated by residential buildings, concentrated 27% of companies
Among other things, the tax administration document shows that, in total, there are 8,784 taxpayers active in the construction sector in the country. About 4,123 entities, or 47% of them, operate in Tirana. 14% of construction firms operate in Durrës, while 6% in Vlora and 6% in Fier.
Regarding the division by type of activity, 27% of the total construction entities are engaged in the construction of residential and non-residential buildings. Meanwhile, the construction of above-ground and underground railways represents the activity with the lowest percentage of taxpayers, with about 0.1% of the total taxpayers of the entire sector.
