Fadil Mziu, owner of a house with regular documentation in the "5 Maji" area, was forced to sign a donation contract for the Municipality of Tirana, which he did not accept.

However, his house collapsed and he won in the Court of First Instance, while the case was appealed in December 2024. After the collapse, Mziu requested a rent bonus for the period 2021-2025, but the housing directorate rejected it, arguing that he could not benefit since he received a new apartment in July 2025.

"My problem starts with the Municipality of Tirana, since October 2021, when a notice came for the demolition of the apartment, which I have with proper documents and a mortgage. At that time, we were presented with a contract by the former Mayor of Tirana, Erion Veliaj, for me to voluntarily donate the apartment in mortgage. I have not signed this and I do not intend to sign it. After they forcibly removed me from the house, the apartment was demolished as it was.

After that, I went to court and the legal process lasted almost 3 and a half years. The court ruled in my favor for all the complaints I had and the Tirana municipality appealed, it is known that the procedures take a long time. Then, through a lawyer, I went to the municipality to benefit from the rent bonus, as determined by the Council of Ministers. I received a response telling me that we are beneficiaries of the rent bonus from 2021 until the moment you will receive the apartment. I submitted all the documentation as requested by the Council of Ministers and during this time I have not received a response. Finally, I received a response that you are the beneficiary of the apartment and do not benefit from the rent bonus for the time that has passed", said the complainant.

Although the application was made in January 2025, the rejection was justified by exceeding the deadlines. Arben Llangozi, a legal expert, explains that no government decision, VKM or VKB, excludes him from the right to a rental bonus, since Mziu has been part of a legal process and the application in 2025 should not prevent the benefit./tvklan.al
