WHO IS VILMA RAKIPI?

It is Vilma Rakipi, who sued Erion Veliaj at the Administrative Court of Appeal and made a decision, that now without a doubt has a criminal charge, was caught red-handed in abuse of office, going further to corruption or conflict of interest, and it is the same studio that is defending Erion Veliaj.

So, the one who accuses Erion Veliaj as the man who went to build a road in violation of the law, who has denounced him with documents, with decisions, catching him in legal violations, which lead to criminal charges, is the same person who now goes to court to defend him in front of SPAK.

So, we have the law firm and Vilma Rakipi accusing Erion Veliaj, and we also have Vilma Rakipi and the law firm defending Erion Veliaj.

This is beyond ridiculous, it's banal.

Let's remember here a few years ago when this scandal began to break out, which was also denounced in the media at the time, namely the approval for the construction of the road, after the residents began to react and oppose the mayor for the decision he was making, Arben Rakipi in friendly corridors declared that SPAK should investigate Erion Veliaj and the mayor of Tirana had caused a scandal: he was giving a road in violation of the law to lead to his wife's property.

For Arben Rakipi, this was a serious legal violation and Erion Veliaj should be held criminally responsible.

Legal steps were taken, the decision of the Administrative Court of Appeal came out, in the meantime some things have changed, it is Arben Rakipi's wife, Vilma, who goes, sues and makes a decision against the mayor of Tirana that leads him to a new criminal charge.

It is clear, it is clarified with a decision of March 27, 2025, since Erion's arrest is in February. The investigations began last spring, while the lawsuit at the Administrative Court of Appeal took time, required procedures, and things changed along the way.

From enemies whose property Erion Veliaj was robbing to build a road that would lead to the palace that would be built on Ajola's land that she had sold to her cousin Valmir Xoxa, from accuser, Vilma Rakipi turns into Erion Veliaj's legal defender.

It clearly seems that there is a conflict of interest here of the law firm, of Ms. Rakipi herself, in case SPAK will take and include the Administrative Court's decision in the file, but the second also shows the banality of how far political immorality, bargaining or dignity go, and in this case it is beyond the conflict of interest of the law firm, because a person who goes and accuses the mayor and finds him in breach of duty, where there is a decision of the Administrative Court of Appeal that gives the criminal offense, so even if SPAK had not made any accusations, if prosecutors Altin Dumani and Ols Dado had not conducted any investigation, this decision of the Administrative Court is enough for Erion Veliaj to receive at least a charge of abuse of office and conflict of interest without going to corruption, etc.

The court has found abuse of office, but there is no way to establish a conflict of interest between Erion and Ajola, they are in the SPAK file.

But to do this, to prepare it with a court decision, to prepare it with criminal charges to take it to SPAK because this was the intention of Vilma and the affected residents, then the moment SPAK takes him and arrests him, investigates and discovers that beyond a court decision there are hundreds of pages of files showing the mayor's corruption and his 4 serious criminal offenses, it comes out and takes him to his defense.

It's up to them to be the same, Altin Dumani on one side and Altin Dumani on the other side.

The question is simple:

How will Vilma Rakipi's law firm defend Tirana Mayor Erion Veliaj if SPAK prosecutors take him and accuse him of abuse of office or corruption and conflict of interest the moment they include him in the file and take him to court because the plaintiff is Vilma and the defense attorney is also Vilma?
