Scheme/ How Veliaj signed the road for Ajola's properties

Scheme/ How Veliaj signed the road for Ajola's properties
Erion Veliaj and Ajola Xoxa

Erion Veliaj was caught off guard by the Administrative Court of Appeal. He was caught off guard because, with a judicial decision, which is not SPAK, nor GJKKO, it was proven that he violated the law and abused his office.

He signed and decided to build a road by inventing it in the Detailed Local Plan, while there was a regulatory plan for the capital and to build this road, there were other institutions that had to decide (competence of the KKT).

There is nothing inherently wrong with building a road, but when this road is built in an abuse of power, the question arises: Why did he commit this violation? Why did he sign this document in violation of the law and why did the Court overturn it?

Erion Veliaj built a road to Ajola's properties

It's simple. There is a decision of the Administrative Court of Appeal for Erion Veliaj, but if you delve into the essence of that decision and look at the map, the one we are publishing below, it shows the location.

"Faik Tërnova" Street, where the new road approved by Veliaj would be superimposed

At first glance, it seems like it's a road for the development of the area, and the mayor should rightly open many such roads where he thinks the residents demand them and the development of the city needs them.

In fact, the residents have opposed it. They are the ones who have taken it to court, through two associations they have filed a lawsuit at the Administrative Court of Appeal.

So, there is no road requested by the residents.

Why did Erion Veliaj have to break the law?

Why did he have to do a PDV and create a debate? Where was the public interest?

Why would it create a conflict, even with residents who didn't ask for it, for the damage done to their properties, since they could be expropriated, the consequences that would come to the residents?

What development was being given to the city that the mayor had to go and break the law?

In fact, by violating the law, we are also in a conflict of interest and beyond, because Erion Veliaj, according to the map we show, has sought to build a road that would increase the value of a property that belonged to Veliaj's family.

So, the goal was not to develop the area, but to increase the value of a particular property.

What was the interest?

This is a completely normal question.

What is hidden behind?

Ajola is hidden behind it and everything is in the SPAK file, although even today we do not know whether SPAK has started an investigation regarding this decision of the Administrative Court because in the SPAK file we have some evidence directly related to this decision that shows us that this road, signed in abuse of office by Veliaj, was carried out to develop a property where Ajola Xoxa appears.

Let's take a look at the SPAK documents.

When SPAK brought the first decisions to the Court of Fact and the evidence collected, among the people questioned, one individual stood out, a cousin of Ajola, Valmir Xoxa, who was an employee with a salary of 500 thousand old lek in a public institution, but who had purchased a plot of land from Ajola for 140 thousand euros.

The road that Erion Veliaj signed in violation of the law and that was overturned by the court leads precisely to this property.

Parts of SPAK's investigations in the Court file

According to SPAK documents, the person who purchased this property for 140 thousand euros, in the statements given to investigators, said that he had collected 140 thousand euros from his job.

How you can earn 140 thousand euros from a minimum wage job and how much tax you paid is another question.

And, according to him, according to the testimonies given to SPAK, he took this money in pillowcases and carried it around Tirana during the tragic earthquake of 2019.

Ajola had owned this property. Ajola sold it to her cousin for 140 thousand euros, money she kept in her pocket, and a road was built on this property from Erion Veliaj, and a palace was built there.

More than that, there is other data.

The person in question is the one who bought a car worth around 7 million lek for 23 thousand euros and sold it for half the price after six months.

Is it money laundering or a concealment of assets on the part of Ajola or non-declaration by Valmir Xoxa himself?

But let's leave this part of the car because these are small amounts, let's stick to the property. ( READ HERE )

Ajola sells a property for 140 thousand euros when her husband is mayor and he is giving her a way to increase its value.

And, the icing on the cake, this person, who bought Ajola for 140 thousand euros, for a piece of bread, a property in one of the most coveted areas of the city, with money whose source is unknown, goes and takes out a loan and buys an apartment in the very building that was to be built on this property, which belonged to Ajola and the owner of the land does not receive a percentage from the construction, but takes out a loan to buy an apartment.

And, precisely on this property where the building that was purchased for 140 thousand euros was to be built, the person who took out a loan to buy an apartment was building a road, which sparked a conflict.

A conflict with the residents of the area, with the owners who went to the Administrative Court of Appeal and made the decision that you can read here and the documents that we are posting below.

The Administrative Court of Appeal overturns Veliaj's approval for the road

So, Erion Veliaj is not simply in breach of duty for having signed a road to develop a certain area in the city, no.

He knowingly signed a road leading to Ajola Xoxa's property, which he then sold to her cousin for a piece of bread with the money that the latter brought around Tirana in pillowcases, and then went and got a loan to buy a house in that same area.

So, Erion Veliaj has violated the law, abused his office, because not only has he signed a road in violation of the law, but because he has led this road to his wife's properties.

The properties, which his wife, Ajola Xoxa, used to obtain 140 thousand euros or to increase the value of the building that was being built along the road that her husband, the mayor of Tirana, would lead.

CNA was able to obtain the March 27 decision of the Administrative Court of Appeal, revealed a few days ago in our investigation related to the evidence that SPAK has in the file, which prosecutors Altin Dumani and Ols Dado have not yet made a public announcement about whether there will be a new charge in connection with this abuse of office proven by the Administrative Court of Appeal, which is entirely related to facts and evidence found in the file investigated by SPAK, which has issued 13 charges against Erion Veliaj so far.

Meanwhile, in the Administrative Court's decision, we have a new accusation issued by a court and with evidence, which is in the SPAK investigative file, which has not yet brought Erion Veliaj's file to trial, but is investigating it.

In fact, in the decision of the Administrative Court of Appeal and the evidence contained in the investigative file on Erion Veliaj and Ajola Xoxa in collaboration, everything is now clearer.

There may be a new criminal proceeding within or outside of that file, as evidenced by the decisions of the Judiciary from facts and evidence obtained during the investigation into Erion Veliaj.

Erion Veliaj is now facing a new charge, which shows that he signed a road to take him to his wife's properties, has violated the law, is in a conflict of interest, has abused his position and everything has been proven by a court decision./ CNA
