Artur Metani himself held the position of legal director in the Council of Ministers for several years, at least during the two terms of Prime Minister Edi Rama.

Metani is one of the persons criminally reported to SPAK by the Democratic Party, for his role in the incinerator affair.

And yet, he was elected as an "independent" to head the High Inspectorate of Justice, a very important institution created after the Justice Reform.

His duty is to inspect all judges and prosecutors of the Republic of Albania. So, a very specific role to ensure a judiciary with high integrity.

Bushka, Metani and Llagami may be friends outside of official and institutional garb. However, this type of extra-institutional cooperation serves to raise questions about the effectiveness of parliamentary control over justice institutions.
