The case addressed this Monday, June 1, occurred in Vlora, regarding the problem of non-distribution of scholarships to students in the pre-university system, both for excellent students and for those who benefit from the economic criterion.

A mother says that she had applied for a scholarship for her high school son and, although she was awarded the scholarship in February 2026, the payment had not yet been made, when the family was expecting the money for the child's needs.

"They told us 'put this money in your pocket, one day you will get it'. Why don't we get this money within the deadlines?! We want this at the disposal of the children, to buy them something, because we have informed the children and they are waiting and saying: 'Mom, did you get that money? Will you buy me this or that?'" the citizen claimed.

At the Directorate of Education in the Municipality of Vlora, the head Fiona Çukani explains that this institution only deals with collecting documents and announcing the winners, while payments are made by the Directorate of Finance.

"The fund goes to the finance department, it doesn't go to me. I only deal with the paperwork. For my part, was I okay?", concluded Çukani.

According to the director of finance, Hiqmet Haxhaj, the municipality had sent the request for funds to the Ministry of Finance.

In total, there are 463 beneficiary students from 9-year schools, high schools and vocational schools.

During the confrontation, the Director of Finance stated that the list for scholarships for 9-year schools and high schools had been passed on March 18. But this was denied by Fiona Çukani, who said that she had not received any information from the Director of Finance.

"I have not received any information from Chief Hiqmeti about the announcement of schools," Çukani objected.

Meanwhile, it turned out that the letter for scholarship funds for vocational schools was sent to the Ministry of Economy on May 11.

In the end, together with the citizen, "Stop" headed to the post office, where it was confirmed that the list of beneficiaries had arrived not on March 18, but at the end of April.

In this way, after many ups and downs, the citizen managed to receive the first installment of the scholarship.
