CNA is publishing this Friday the document that definitively refutes the rhetoric directed by Mayor Erion Veliaj and his lawyers about the "glass cage".

This document we are publishing today is neither more nor less than the decision of the European Court of Human Rights.

The ECHR has ruled on the case of Zinchenko and Tamtura v. Ukraine, decision dated March 5, 2026, published on May 19, 2026.

In point 20 of this decision, the Strasbourg Court deals a strong blow to all media propagandists paid by Erion Veliaj, who have tried to poison public opinion by presenting the breaking of the glass as torture to save their sponsor.

The ECHR document clearly confirms that placing defendants behind glass partitions does not in itself involve an element of humiliation that reaches the minimum level of severity to constitute a violation, differentiating this security measure from metal cages.

Point 20 of the ECHR decision states that:

“The Court has already held that placing defendants behind glass partitions or in glass “docks” (cabins) does not in itself involve an element of humiliation sufficient to reach the minimum level of severity, as is the case with metal cages (see Yaroslav Belousov v. Russia, nos. 2653/13 and 60980/14, §§ 124 and 125, 4 October 2016). However, that level may be reached if the circumstances of their detention, taken as a whole, would cause them distress or hardship of an intensity exceeding the unavoidable level of suffering inherent in detention (see Kud?a v. Poland [GC], no. 30210/96, §§ 92-94, ECHR 2000-XI).”

The publication of this document by CNA this Friday is a clear response to any attempt to manipulate public opinion. 

Strasbourg confirms that justice cannot be affected by unfounded allegations, as glass barriers are a legitimate security measure and not a form of degrading treatment.

This European standard refutes narratives built on inaccurate foundations, proving that attempts to exploit this issue for political or media rhetoric do not stand up to legal reality./ CNA
