The Special Prosecutor's Office completed the preliminary investigations and submitted to the Court the request for sending the defendant Luis Çela to custody for trial.

He is accused of the criminal offenses "Cultivation of narcotic plants", committed in the special form of that of a structured criminal group, "Structured criminal group" and "Commitment of criminal offenses by a structured criminal group or criminal organization".

The criminal proceedings were initiated on the basis of a request for mutual legal assistance from the Public Prosecutor's Office at the Court of Appeal of Kalamata, Greece, with the aim of prosecuting the citizen Luis (Argen) Çela, son of Qerim and Selvi, born on 03.03. .1981, in Buzuk, Skrapar, on charges of "Trafficking in narcotic substances" and "Criminal organization".

In the analysis of the evidence gathered during the preliminary investigation, it was found and proven that the defendant Luis Çela, in cooperation with other Albanian and Greek citizens, were involved in a hierarchically structured and operationally structured criminal group, with the perspective of the criminal activity of continuous and planned, which consisted of more than three persons, with a common purpose and acting among them, aimed at the trafficking of narcotic substances in special forms of cultivation of plants of the Indian hemp genus (cannabis) in different areas in Messinia and the purchase, sale, possession and storage of narcotics (drugs) of Indian hemp (cannabis). The aim was to produce and collect from the plantations they cultivated for the purpose of illicitly profiting from trafficking. Other members of the organized crime group were involved in the trafficking of other drugs, such as cocaine, using organized distribution and sales networks.

The citizen Luis Çela, together with several other Albanian and Greek citizens, in Kalamata was found to be cultivating hemp seeds (cannabis), specifically 2,300 cannabis seeds of Dutch origin of the "ROYAL" brand, of which 1,300 pieces were of the "CRITICAL" type. ” and 1000 pieces of the “GORILLA” type, with certified value and quality. The cannabis seeds that were planted came from the Netherlands and were safe for cultivation. Cannabis was cultivated in successive uneven "terrace" territories, cleared and specially adapted, with a total area of ??about 5 (S) strem, a total of 1665 cannabis plants, vigorous and healthy, with a height ranging from 20 cm to 1 (one) meter approx. From these plantations they intended to collect quantities of raw Indian hemp, which they would then traffic to Kalamata and the wider Messinia area, selling it to members of the group for further illegal distribution on the market. The amount produced from cultivated trees is about 250 kg. raw Indian hemp and by calculating the selling price of 1 kg of raw Indian hemp of Hellenic origin, which ranges from 2,500 to 4,000 euros, it is estimated that the expected profit from the defendant and the other co-accused, from the performance of the above act , exceeds the amount of 75,000 euros.
