Appeals system under pressure/ KLGJ accepts the burden: The map of the judiciary

The High Judicial Council has officially acknowledged that courts in Albania, especially those of appeal, are facing a high caseload that is affecting delays in the delivery of justice.

According to the institution, the situation is mainly related to the lack of judges and the justice reform process, while the system continues to be in a transitional phase.

In a response, the Supreme Court of Justice emphasizes that the new judicial map, implemented after the 2022 territorial reorganization, is not a rigid structure. It may be revised in the future, depending on developments in the system, workload distribution, and human capacities.

On the other hand, the KLGJ has initiated procedures to fill vacancies, increased focus on support staff, and planned infrastructure interventions. In addition, concrete strategies have been drafted to reduce the backlog of cases during the years 2024–2027.

The institution underlines that the full stabilization of the system requires time and continuity of reforms. In this context, the periodic review of the judicial map is seen as a necessary tool to adapt to reality and improve the functioning of justice in the country./ CNA
