Amnesty International's latest report for 2026, which analyzes the human rights situation during 2025, has included Albania as a key point in the process of transferring responsibilities or services for immigration management from European Union countries.

The document highlights that Italy has played a leading role in drafting harmful and regressive agreements, expanding the use of its detention centers for migrants on Albanian territory despite legal challenges. According to the report’s analysis, these types of cooperation agreements on the return and detention of persons make it much more difficult to monitor possible human rights violations.

In its assessment of the European region, the report notes: Some states attempted to establish cooperation agreements on return and detention with other countries, where violations against people seeking to reach Europe would be more difficult to review. Italy led such harmful and regressive initiatives, expanding the use of its immigration detention centers in Albania despite legal challenges.

The victims of these policies remain primarily those seeking to reach Europe, including people of African origin and other discriminated communities, who are exposed to systems with reduced protection. Amnesty International calls on governments to protect the rights of asylum seekers and refugees, demanding an end to arbitrary detentions and full respect for international protection standards.
