Approval of Electoral Reform

In the marathon session, the Assembly approved the Electoral Reform with 106 votes in favor, 2 votes against and 0 abstentions. 

The Socialist Party and the opposition Democratic Party agreed on 2/3 open lists and 1/3 closed lists.

They are expected to submit two lists to the CEC; fixed multi-name list of candidates, as well as the multi-name list of candidates subject to preferential voting.

The fixed list is ordered by numbers starting from one, while the multi-name list of candidates with a vote preferred by voters is arranged in alphabetical order according to their last names.

The voting of Albanians from abroad by mail was one of the achievements of this agreement. The national electoral threshold will be 1%. This gives the possibility of representation to small parties, but the mandate for them will be counted only if they exceed the figure of 7 thousand votes in a given district.

On the other hand, the Assembly rejected the amendment of Lulzim Basha for the full opening of the lists with 75 votes against and approved the amendment of Damian Gjiknuri and Oerd Bylykbashi for 1/3 of the closed list and 2/3 open.

The Assembly also approved the amendment for gender quotas with 103 votes in favor./ CNA
