Minister of Defense Niko Peleshi, during his speech in the Assembly, presented two draft laws, that of the Military Strategy of the Republic of Albania and the Long-Term Plan for the Development of the Armed Forces.

Peleshi emphasized that as far as the Long-Term Development Plan is concerned, it is the document that breaks down and develops in terms of concrete measures the ambition defined in the Military Strategy.

The plan emphasizes the importance of increasing defense capabilities through strengthening human resources and education, modernizing and developing counter-air systems, C-UAS, the air fleet, as well as communications and deployable cyber defense capabilities, intelligence capabilities and security, as well as the development of anti-tank capacities and combat genius.

"We believe that the adoption of this plan will provide a clear roadmap for the development and modernization of the Armed Forces. This will create an Armed Force capable and ready to face the security challenges of the XXI century, ensuring an effective protection of national sovereignty and an important contribution to the collective security of NATO", said Peleshi.

Peleshi revealed the main goals and objectives of the Long-Term Plan for the Development of the Armed Forces of the Republic of Albania 2024-2033 will be:

1. Raising Ground-Based Air Defense Capacities and operational capacities of stationary and mobile systems for the detection and neutralization of unmanned aerial vehicles (C-UAS) for the protection of the population, critical infrastructure and military installations of the country;

2. Improvement of military capacities; A particular focus will be the development of combat and support capabilities, including modern communication, control and artificial intelligence technologies;

3. Cyber ??protection; Strengthening cyber defense is essential to secure Communication and Information Systems (CIS) from new cyber threats;

4. Sources of protection; Ensuring a sustainable defense budget, at least at the level of 2% of GDP, is critical to sustaining our military forces and capabilities;

5. International cooperation; The deepening of cooperation with NATO and strategic partners will be intensified, including joint education, training and exercise, as well as participation in joint military operations.

As for the Military Strategy, it is an essential document for the Armed Forces of the Republic of Albania, which defines the directions of development and use of the Armed Forces, aiming at improving the country's defense and fulfilling international commitments.

Also, this strategy constitutes an orientation document for the civilian and military leaders of the Armed Forces of the Republic of Albania for the development of the future force. It serves as a reference point for the development of other documents at the operational level of the Armed Forces of the Republic of Albania.

As innovation in this strategy there are 3 elements:

1. The development of the military industry, which aims to strengthen Albania's production capacity in the defense sector, creating opportunities for the production of weapons and military equipment within the country. This initiative will not only strengthen the military independence of our country, but will also create new jobs and promote the economic growth of the country, contributing to the sustainable development of Albania.

2. The second is related to the improvement of cyber capacities as a key element of this strategy. Given the growing threats in cyberspace (ongoing attacks from Iran, but not only), the strategy includes measures to protect critical information infrastructure and increase response capabilities to cyberattacks. This will ensure that Albania is better protected against cyber threats and can protect national interests at all times.

3. Third, National Resilience, in the spirit of Art. 3 of the Washington Treaty, and without further ado, this means "all-state preparedness and ability" to cope or recover quickly, as a country , from any scenario, difficulty or conflict, until the activation of Art. 5, if the need arises./ CNA
