Meeting of the Conference of Mayors/ DP's request for

The Conference of Mayors convened this morning, and details from the meeting have been revealed.

The DP has requested an extension of the term of the Territorial Reform Commission by three months and for the work to continue into August.

They stated that the set objectives of the commission's work have not yet been met.

They have also requested that the official opinion of the Congress of Local and Regional Authorities of the Council of Europe be obtained in advance on the product/recommendations/suggestions of the Special Parliamentary Committee on Administrative-Territorial Reform.

In my capacity as Co-Chair of the Special Parliamentary Committee on Administrative-Territorial Reform, based on Decision No. 75/2025 of the Assembly of the Republic of Albania, on the Establishment of the Special Parliamentary Committee on Administrative-Territorial Reform, I request the extension of the mandate of the Committee by 3 (three) months, and that the work of the Committee continue during the month of August, in order to fully fulfill its mandate.

I also believe that the Commission should not consider its activity completed and should not submit the final product to the Parliament without being discussed in the Commission and without being voted on in the Commission, as without prior consultation and without obtaining the institutional opinion of the Congress of Local and Regional Authorities of the Council of Europe, as the most specialized European institution in the field of local democracy, decentralization and local government autonomy.

This request is based on the fact that to date a significant portion of the objectives and activities approved by the Commission itself in the Draft Work Calendar have not been fulfilled.

Firstly, the Commission is still in the public consultation phase, as the public consultation in the Tirana Region has not yet been held. Being the region with the largest number of inhabitants, the lack of this consultation makes it impossible to consider the first phase of the consultative process complete. Also, the hearings with 8 mayors have not yet been held, who, although previously notified, have not ensured their participation and reporting to the Commission.

Secondly, according to point 3 of the Draft Work Calendar, the Commission must draft and submit the "Preliminary Analysis" document, which must include:

Ø the findings of the current administrative-territorial reform RAT 1;

Ø analysis of local government challenges;

Ø assessment of the legal framework;

Ø the principles on which the RAT 2 reform will be based.

Ky dokument nuk është prezantuar ende në Komision, megjithëse përbën bazën analitike mbi të cilën duhet të ndërtohet çdo opsion reformues. Përfaqësuesit e opozitës kanë kërkuar vazhdimisht që kjo analizë të paraqitet dhe të diskutohet përpara se Komisioni të vijojë me fazat pasuese të procesit.

Së treti, nga verifikimi i ecurisë së punimeve rezulton se pjesa dërrmuese e aktiviteteve të parashikuara në Projektkalendar nuk janë realizuar ende. Konkretisht nuk janë zhvilluar:

Ø eventi me institucionet ndërkombëtare dhe grupet e interesit;

Ø raundi i dytë i konsultimeve dhe dëgjesave tematike;

Ø sondazhi publik;

Ø vizitat studimore;

Ø hartimi dhe publikimi i Dokumentit Politik;

Ø prezantimi i varianteve të reformës;

Ø hartimi i paketës ligjore;

Ø konsultimi publik mbi paketën ligjore;

Ø dërgimi i propozimeve për mendim pranë institucioneve përgjegjëse;

Ø shqyrtimi paraprak në komisionet parlamentare;

Ø depozitimi formal i projektpropozimit në Kuvend.

Praktikisht, i vetmi aktivitet i realizuar nga kjo fazë e kalendarit është ngritja e faqes zyrtare web të Komisionit (pika 6), e cila është financuar nga projekti zviceran në mbështetje të decentralizimit dhe qeverisjes vendore. Aktivitetet thelbësore që lidhen me përmbajtjen e reformës nuk janë realizuar ende.

Nga ana tjetër, vetë Vendimi nr. 75/2025, me të cilin është ngritur Komisioni, parashikon që ai të zhvillojë një proces konsultimi të gjerë, gjithëpërfshirës dhe transparent, me njësitë e qeverisjes vendore, shoqatat e tyre, shoqërinë civile dhe partnerët ndërkombëtarë, si dhe të sigurojë përputhshmërinë e propozimeve me standardet e Bashkimit Evropian. Të shumta janë kërkesat zyrtare të depozituara pranë Komisionit, por deri më sot nuk është zhvilluar asnjë takim/dëgjesë.

Po kështu, Vendimi fton shprehimisht Këshillin e Evropës, Bashkimin Evropian, OSBE-në dhe organizatat e tjera ndërkombëtare me ekspertizë në fushën e qeverisjes vendore të ndjekin dhe të japin asistencë teknike në punën e Komisionit. Për këtë arsye, konsideroj se një produkt përfundimtar i Komisionit, nga cilido krah të vijë ai, nuk mund të konsiderohet i plotë pa iu nënshtruar më parë një opinioni institucional nga Kongresi i Autoriteteve Lokale dhe Rajonale i Këshillit të Evropës. Ky institucion është organi më i specializuar i Këshillit të Evropës në fushën e demokracisë vendore dhe zbatimit të Kartës Evropiane të Vetëqeverisjes Vendore. Marrja e opinionit të tij do të garantonte që reforma të jetë në përputhje me standardet evropiane të decentralizimit, autonomisë vendore dhe demokracisë lokale, duke i dhënë asaj legjitimitet më të madh institucional dhe ndërkombëtar.

The administrative-territorial reform is a reform with long-term consequences for the institutional organization of the Republic of Albania. For this reason, it should not be formally concluded only due to the expiration of the Commission's term, but only after all the objectives approved in the draft calendar have been achieved and a full, transparent consultation process has been ensured in accordance with Council of Europe standards.

In view of the above, I request that, in exercise of the competence provided for in point V of Decision No. 75/2025, the Assembly take the following measures:

1. To extend the mandate of the Commission by 3 (three) months, so that the work of the Commission can continue during the month of August and its activities are not considered completed, and

2. To obtain in advance the official opinion of the Congress of Local and Regional Authorities of the Council of Europe on the product/recommendations/suggestions of the Special Parliamentary Committee on Administrative-Territorial Reform.
