Road paving allowed/Prosecution arrests 4 IMT Belsh employees

The Elbasan Prosecution Office has criminally prosecuted 4 people, accused of abuse of office, use of public office for electoral activities, illegal construction and failure to report a crime.

The announcement made by the prosecution states that IMT Belsh employees have allowed internal city roads to be paved without a project.

The prosecution has ordered the detention of citizens Fation Muça, Lorenc Hoxha, Dh.K. and BH.

The Prosecutor's Office at the Court of First Instance of General Jurisdiction of Elbasan has registered mainly criminal proceedings no. 446 of 2025 for the criminal offense of "Abuse of duty", "Use of public office for political or electoral activity", "Illegal construction" and "Failure to report a crime" provided for by articles 248, 328/a/4, 199/a/3 and 300 of the Criminal Code,

On 05.05.2025, at 08:30, from the social network "Facebook", a post "Electoral asphalt in Belsh" appeared, in the video a truck with the inscription "VH" is visible and behind it a vehicle laying asphalt. Standing is the candidate of an electoral coalition, citizen DC. This citizen in the video, among other things, reports that: "I appeal to the Mayor of Belsh, why is this asphalt being laid now, a week before the elections".

Within the framework of this proceeding, several investigative actions were carried out, such as inspecting the scene of the crime, inspecting and seizing documentation on road works (practice carried out by the Municipality of Belsh and the entity "VH" shpk), and administering statements from persons who have knowledge of the criminal offense.

In the entirety of the investigative actions carried out to date, it results that there are reasonable suspicions that employees of the IMT Municipality of Belsh have committed the criminal offense of "Abuse of office" provided for by Article 248 of the Criminal Code, as their inactions have allowed the entity "VH" shpk to pave internal roads in the city of Belsh without a project, suspected of being carried out in function of the electoral campaign for the elections of 11.05.2025.

The subject “VH” shpk committed the criminal offense of “Illegal Construction” provided for by article 199/a/3 of the Criminal Code. As above, on 10.05.2025, the Prosecutor of the case ordered the detention of the suspects for a crime, citizens Fation Muça, Lorenc Hoxha, Dh.K. and BH.

The judicial police executed a detention order for two citizens, conducted searches of places and issued a wanted notice for two citizens, Dh.K. and BH/ CNA.
