Chief Prosecutor Olsian Çela, during his report on the institution and questions and answers in the Assembly, did not hesitate to mention several shortcomings that affect the full functioning of the General Prosecutor's Office.

In his speech, Çela said that in general there are no serious problems.

According to Çela, the only criticism he can raise about the institution he leads is related to the quality of investigations, in response to the needs of the time. 

"We operate by obtaining information. We act rigorously, as long as it is allowed. This is because administrative issues are usually regulated. Putting it in this aspect. This is where the following come into play: control over the quality of investigations, cases of innocence, delays, disciplinary violations. Elements, factors, institutions that interact based on the regulation for the functioning of the General Prosecutor's Office are intertwined. It is a flaw that does not allow for full functioning.
