ADF tender for the technological modernization of public parking lots in Vlora,

Improving the performance of public parking lots in Vlora, Durrës, Berat and Gjirokastër, through their completion with technological equipment, is at the center of a recently opened procurement by the Albanian Development Fund. Its fund limit is 94 million lekë or approximately 1 million euros.

The contract is for the purpose of “Construction of multimodal mobility hubs, Region 3 & 4: Improving the performance of parking lots through the addition of technological equipment”. The technical tender documents provide data on each of the parking lots, first for Vlora. This parking lot is located in the city center and has a capacity of 133 parking spaces on an underground level. The facility is still under construction and has one entrance and one exit.

The report states that the current payment method, only cash, with a manual cash desk and a self-service machine on the ground floor, is not sufficient for the operation of the parking lot. For this reason, it is suggested to add automatic payment machines (APM) and accept payments with debit and credit cards. This is actually suggested for parking lots in other cities, arguing that they are tourist cities and flows can be high at different times of the year.

The report highlights that the Durrës public park, on the other hand, is a new structure with six floors above ground and reinforced concrete construction. The total construction area is 15,106 square meters, of which 13,957 square meters are dedicated to vehicle parking. The total capacity is 353 parking spaces, marked and identified with a fixed number.

In Gjirokastra, the public parking lot is located in “Çerçiz Topulli” square. It is completely underground and consists of three parking levels, floor -1, floor -2 and floor -3. The area has one entry lane, one exit lane and 298 parking spaces marked and identified with a fixed number. Barriers with 3-meter beams are installed at the entrance and exit.

The public parking lot of Berat is located in the city center and is one floor underground. It has two entrances, from “Shetitorja Osumi” street and “Antipatrea” street, as well as an exit on “Shetitorja Osumi” street. The parking capacity is 198 parking spaces, marked and identified with a fixed number.

At the entrance and exit of the Berat parking lot, 3-meter beam barriers have been installed, while at the entrance, Lite.Gate Entry columns have been placed for generating tickets and reading RFID cards for subscribers. In the exit lane, there is a Lite.Gate Exit column, which serves to manage exits for daily customers and long-term subscriptions.

The procedure foresees equipping these parking lots with technology for payment, entry-exit control and user management, according to the specifications set out in the technical tender reports./ Monitor
