Investigations into Balluk/ Doubts also regarding the tender procedure for Lot 4

The Special Court, it was previously reported, has imposed a security measure of "Suspension from duty" and "Ban on leaving the country" for the Deputy Prime Minister and Minister of Infrastructure and Energy, Belinda Balluku. The security measure comes after SPAK informed Balluku of the criminal charge of "Violation of equality of participants in public tenders or auctions".

"Up to this stage of the preliminary investigation, the criminal facts, the subject of the charges against the defendant Belinda Balluku, relate to her actions, in her capacity as Minister of the Ministry of Infrastructure and Energy, for one of the procurement procedures, the subject of this investigation, 'Construction of the Llogara Tunnel' ," SPAK's announcement stated.

Meanwhile, it is reported that another issue for which the minister is suspected of being investigated is the tender procedure for Lot 4 of the Grand Ring Road in Tirana. It is suspected that in this procedure too, the winner of the tender was predetermined.

In "Open procurement Albania", the procedure has the "red flag" symbol which means: Disqualification of all competing operators except the winner/Disqualification of the lowest value bid.

According to the procedure, the winning bid was announced as the one with a value of 2,389,221,416 lek. The procedure also listed the reasons for the disqualification of other firms from the tender competition.

Reasons:

1. ANK SHPK, for these reasons:
- Does not meet the economic and financial capacities, point 2.2.1 The annual turnover presented by the economic operator is lower than the turnover required in the DST.
2. ALB - STAR SHPK, for these reasons:
- does not prove that there is work similar to the contract subject to procurement.

- Does not meet point 2.3.2, regarding the professional license of the company. Category NS-8-G. (Economic operator V.Hysa has the category NS-8 -F, operators BE-IS and CURRI have the category NS-8 -E)
4. GECI SHPK, for these reasons:
- Does not meet criterion 2.3.1 similar work since the estimate of the works has been foreseen.
5. KEVIN CONSTRUKSION SHPK, for these reasons:
- Does not meet point 1/a special criteria since it has not submitted the self-declaration form"
6. MET-ENGENEERING SHPK, for these reasons:
- has not submitted an economic offer"
7. TREMA ENGINEERING 2 SHPK & RRUGA URA ASFALTIM NR.2 ELBASAN & ELMAZAJ KONSTRUKSION SHPK, for these reasons:
- EO "TREMA ENGINEERING" has submitted '1' similar work that does not meet the value of similar work for the chapter: "Construction of large works of art (viaduct construction)" which occupies the main weight of this procurement procedure./CNA
