The corrupt concessions that are disqualifying the prosecutor/Mirel Mërtiri connections with the prosecution

The Independent Qualification Commission has been investigating for 1 year the prosecutor of the Tirana Prosecutor?s Office, Mariola Mërtiri, based on 3 criteria, that of wealth, professionalism and purity of image.

We recall that in April 2018, Prosecutor Mërtiri was selected in the Special Task Force ?Force of Law?, created on the basis of the agreement Arta Marku-Fatmir Xhafaj, respectively the Interim Prosecutor General and the Minister of Interior.

So Mërtiri had to face organized crime and corruption, or other serious criminal offenses. But prosecutor Mërtiri is suspected of not having the power to do so. And the powerlessness stems from her brother-in-law, (Klodian) Mirel Mërtiri, the most accused person by the media and the opposition for corrupt concessions, and the man who to this day is most untouched by justice.

But prosecutor Mirela Mërtiri is suspected of having her career at risk from Vetting, not only because of the family ties she has with Mirel Mërtiri, but also because she received money from him in the form of a gift.

In 2011, when Mariola Mërtiri was working as a prosecutor in Gjirokastra, she bought an apartment with an area of ??95 m2, worth 4.500.000 Lek. The prosecutor states that for this property she has paid the first installment of 2.260.000 Lek dated 24.06.2011, of which 1.000.000 Lek were donated to her husband by the brother of the latter Mirel Mërtiri, and 1.260.000 Lek were donated to her father-in-law Trifon Mërtiri.

While for the other installment of 2.240.000 Lek, the prosecutor says that she received a loan. The Vetting process, since it started and until now, has questioned the gifts of millions of euros given to prosecutors and judges by their relatives.

They are either considered money earned through corruption by the declaring entities themselves, or money laundering by donors. Is this the case of Mirel Mërtiri, who turns out to have given a gift to prosecutor Mariola Mërtiri and her husband of 10 million old Lek? The vetting should clarify this issue as soon as possible, both to clarify the position of the prosecutor, and the source of 10 million old Lek to Mirel Mërtiri.

The latter is already known as a man of concessions, with many connections in the prosecution. The connections were confirmed by the prosecutor Mariola Mërtiri herself in the declaration of assets. In June, CNA.al, as well as other media in the country, made public, referring to media reports in Zimbabwe, a scandal with a $ 60 million tender.

Earlier, Mirel Mërtiri was the target of accusations regarding corrupt incinerator concessions. The opposition has denounced every day the corruption with concessions for incinerators, but even the media have not been silent. CNA.al has made public exclusive investigations into scandal with incinerators.

The corruption is suspected to have started with the incinerator of Elbasan, where the shareholder is Stela Gugallja, the wife of Mirel Mërtiri. The incinerator was taken from a company created from nothing, with a contract of 22 million euros by the Albanian government.

Stela Gugallja, the wife of Mirel Mërtiri, at that time only 26 years old, had no other business or any large declared wealth to win a concession of 22 million euros. Therefore, it is suspected that this is a big corruption scheme, where Mirel Mërtiri and others are hiding behind it. The same scheme is then used in Fier, and the same scheme is being used in Tirana./CNA.al
