What about SPAK?/ ARA, “the monster” of Albanian funds

The Albanian Road Authority (ARA) is the institution that swallows most of the funds coming from the taxes of Albanians, but also foreign donors. An institution that circulates, several billion euros of investment funds, and that circulates money for the reconstruction of Albania, infrastructure and others.

But what happens?

It’s enough to look that the last few weeks, this institution has costed the Albanians citizens tens of millions of euros in investments more than it should have happened. So its about tenders that are made with unfair competitions when neither the first, nor the second, nor the third wins, but the seventh or even the seventeenth, after they are disqualified with dozens of subjects with various justifications.

One can say that the legal procedure is regular, as there are no violations. But in fact SPAK has the violations there, because for the same criteria some companies win a tender, and for the same criteria, they lose another tender, even though they have offered the lowest price. And this happened with ARA!

It seems that most of the tenders in this institution are almost predetermined. The names of the companies are known by everyone, it is enough to ask the builders in Albania, and each of them to say who will win this or the tender, how much is the fund available, and who is the project. Under these conditions, races seem totally formal. The one who prepares the ground in the end wins the tender.

In the final, it is the Albanian citizens who will be forced to pay the cost of the lack of a real race that goes to several tens of millions of euros or more. Three million euros more here, five million over there and so on.

So the projects are made with companies that intervene and move everything to win in the end, so the competition seems to be formal. Even though the company comes out ninth or eleventh in the race, it wins the tender after the others are disqualified. This is what happens with many investments, and this is what is happening especially in the last 2 months in Albania with ARA tenders.

A scandalous abuse that costs tens of millions of euros the Albanians citizen, which SPAK has no eyes to see. SPAK is dealing with ten thousand of old Lek for the corruption of a police officer on the street, but doesn?t deal with the directors of ARA, with the corrupt and rotten structures of these institutions that today are not only the deep hole of Albanians taxes but also the most corrupt institutions, where Albanians?taxes are taken to private companies for the personal interests of political leaders that go to the Prime Minister./CNA.al
