In recent years, Tirana has seen the opening of new construction sites in almost every area from the center to the outskirts, while many other projects are expected to be developed. The development of the construction sector, especially in the capital, has driven the increase in employment in the last decade.
According to data from the General Directorate of Taxes, 62.9 thousand people were employed in this sector by June 2025. Tirana has the largest share of the number of employees. In the capital, the number of construction employees reached 24,350 by June 2025, accounting for 40% of the total employment in the sector for the first 6 months.
From 2015 to June 2025, the construction sector is expected to have added over 20,000 employees nationally.
According to GPT data, in 2024, 61.2 thousand employees were employed in this sector. Compared to 2023, their number increased by 6%. Compared to 2015, the number of employees in the construction sector increased
Over the years, Tirana has been the main locomotive of this expansion. In 2024, there were 23.4 thousand employees employed in construction in Tirana. Compared to 2023, their number increased by about 8%. While compared to 2015, their number in 2024 increased by 55%.
This trend coincides with the boom in large urban projects, particularly the construction of high-rise towers, business centers, residential buildings, and multifunctional facilities in the central and peripheral areas of Tirana.
Experts explain that this growth is closely related to the increase in demand for apartments and offices in Tirana, as well as public investments in infrastructure. Also, part of the increase in employment has come from the shift of labor from other sectors to construction, due to more competitive wages and the high need for labor, but also from the employment of foreigners, especially Turkish citizens.
The continued growth of employment in the construction sector comes at a time when the sector faces other challenges, such as the lack of a skilled workforce and impacts from the informal economy.
The Tax Administration has planned to launch the operational plan for the construction sector in October, where the focus will be on the practice of using clearing. The operational plan for the construction sector will be launched after the completion of the audit for the tourism sector. The Tax Administration will make public the objectives and approach of this plan through official communication channels./ Monitor
