The Central Election Commission, through a draft, has set November 1 as the date for the start of the election campaign for the partial elections in the country's six municipalities.

The municipal elections in Tirana, Berat, Tepelena, Cerrik, Mat and Vlora are scheduled to take place on November 9, 2025, by decree of the President of the Republic.

According to the CEC draft, political parties must submit their application for registration as electoral entities by October 11, while coalitions have until October 16 to submit their registration applications.

The deadline for submitting candidacy documents for candidates is October 19.

"Deadlines for the by-elections, Celibashi's proposal to the Regulator: Candidates on October 19, the campaign starts on November 1"

1. The election campaign for the local by-elections for Mayor in the Municipalities of Tirana, Berat, Tepelena, Cerrik, Mat and Vlora begins on 1.11.2025.

2. The Civil Registry Office in these municipalities, in cooperation with the General Directorate of Civil Registry, shall compile voter lists no later than 6.10.2025.

3. Political parties must submit a request to the CEC for registration as electoral subjects for the partial elections for Mayor in the Municipalities of Tirana, Berat, Tepelena, Cerrik, Mat and Vlora, no later than 11.10.2025.

4. Electoral coalitions must submit to the CEC the request for registration as a coalition for the partial elections for Mayor in the Municipalities of Tirana, Berat, Tepelena, Cerrik, Mat and Vlora, no later than 16.10.2025.

5. Candidacy documents* are submitted to the CEC for the municipalities of Tirana, Vlora and Berat, as well as to the CEAZ for the municipalities of Tepelena, Cerrik and Mat, *no later than 19.10.2025". /CNA
