Prime Minister Edi Rama held a discussion with a builder, present at the meeting held this Tuesday with businesses.
In a question-and-answer session, Rama addressed the builder, mentioning the situation of the last two decades for this sector, as well as the new block of legal measures for construction, which according to him aim to increase quality.
"Here a separate discussion opens, the problem with builders is complex. Today, work continues to be done without a score. Although there is a change, the standards for implementing projects are still far from what they should be and the damage caused continues to be present. We have passed a new block of legal measures related to construction, I hope it will help to increase quality. People pay a lot and it is their dream. It is the money of a lifetime or it is a loan that takes a lifetime to repay and there is no greater harm than paying for a first-quality product and receiving a third-quality product.
Regarding the payment of the infrastructure tax, it is something that is being discussed. But this should also be linked to the performance of the companies. We cannot take on Aventura to allow installments and be in front of companies that have dug the hole and raise their hands up and cannot pay because they say "this is just talk". At the moment we do not have an immediate change. I say not to go to the guarantee because then it will be said "where will we find the guarantee money". What the builders need to understand is that this country has given them much more than they are giving back in terms of quality. These constructions that are being made will be there for dozens of years. It cannot be tolerated that while we approve first-class projects when you see them, there on the ground they often do not look like them at all. As happened with a lady who had bought an apartment with a balcony and when she went, the balcony was gone and they had opened the door to the first floor. These things are criminal. It's criminal that people pay to buy a house and can't get the mortgage because the builders mess with the permit.
Things are changing now because we have created a blacklist and whoever enters there will not get a permit for many years. We see that the whitelist can be blackened immediately. I have been dealing with your race for 20 years and I know very well what kind of way you operate. The whitelist is white as long as it is not black. Now please. I believe that no Albanian who buys and invests their life savings owes you to move 1 mm from the thing you claim to be selling them. Show them the projects when they pay and when you see them later…they are not one and two. We are not blackening anything. You have to raise the level. Don't look for the fault in the mirror, look for it in the face. There is no one, no debt for the builders not to be correct in the law, society and those who pay.
