Democratic Party MP and Deputy Chairman of the Economy Committee, Eno Bozdo, has given a statement to the media from the Presidency of the Assembly. Bozdo spoke about the draft law on tax forgiveness, where he said that 2 billion euros will be forgiven to businesses that have benefited unjustly through tax evasion.
The MP also said that the "Fiscal Peace" draft law creates a mechanism that paves the way for tax evasion, especially by construction businesses.
He emphasized that the DP opposes this draft law because businesses can change their debts, their capitals and regulate any tax evasion without being noticed. Bozdo, at the end of his statement, called on all businesses to react against the fiscal package.

With a single stroke of the pen, Socialist MPs approved the draft law on debt forgiveness in parliamentary committees, which forgave over 2 billion euros in our money to businesses that have benefited unjustly through tax evasion, smuggling, corruption, evasion of VAT, excise duties, customs duties, etc.
To the request of the Democratic Party and Opposition MPs for the names of the companies of those businesses that benefit the most from this amnesty, the Minister of Finance responded that he did not have these names;
The statement of the Democratic Party MPs that this 2 billion euro amnesty severely damages all honest businesses that pay taxes and duties, and that it is practically an open invitation for any business to engage in as much evasion and corruption as possible - pending the next amnesty - was not explained by the government representative!
To the other question from the opposition MPs, whether among the beneficiaries of this amnesty there are people who continue to receive tenders or public procurements, because it is not right for a thief to receive funding from public money again, the government representative again did not answer!
The Supreme State Audit Office in its annual report for 2024 states that the tax and customs administration has made very little effort to recover this debt. The Supreme State Audit Office states that in taxes during 2023 this debt increased by 400 million euros. So 400 million euros were practically forgiven in the 2023 electoral year, but we did not receive any explanation for this issue either.
Meanwhile, in the other draft law, that of Fiscal Peace, a mechanism is approved where a business, if it declares in advance for 2026 a profit 18% greater than that of the previous year, for every profit greater than 18%, will be taxed very little, only 5%, and not at the usual tax rate. This is inequality and not at all fair! Because this mechanism opens not just a road, but an entire highway for tax evasion. Especially businesses operating in sectors such as construction, find it very easy to benefit from this scheme, hiding profits and artificially reducing the taxes they must pay!
Well, this is the sector where dirty money abounds and where the government turns a blind eye to the laundering of this money in dozens of multi-story towers that are being and will be given for construction everywhere in Albania!
But even for this, no explanation was given by government representatives!
We opposed the draft law on "Fiscal Peace" also for another mechanism, which allows these businesses to change their accounting balance sheets, for the last three years, without any problem. So they can change their debts, their equity, change their cash position, in short, correct any tax evasion without getting into trouble.
The Democratic Party is in no way against amnesties and the creation of a better business climate. Because the Democratic Party is the one that has implemented the lowest taxes and the best business climate for the economy ever in the country's governance!
But it cannot agree to so-called "amnesties" or "fiscal peace" to hit honest businesses that manage to survive with a lot of sweat, effort and sacrifice. Nor to help those who have committed tax evasion, who have avoided taxes and customs duties, stealing money for salaries, pensions, schools and hospitals that are missing!
Both draft laws, the one on "Forgiveness of Obligations" and the one on "Fiscal Peace" have a total lack of transparency, irresponsibility in their proposal, and harm, instead of regulating, the business climate in the country. They penalize honest business, just because the patronage administration did not want to collect these obligations, as the KLSH expresses in its report for 2024!
The draft laws side with tax evaders, thieves of Albanian money who, with the government's blessing, are being laundered 2 billion euros, the largest debt ever created against the state!
The Democratic Party is against this fiscal package and calls on all honest businesses to react to this injustice! /CNA
