The sequestration of the Tirana Incinerator by the Special Court Against Crime and Corruption closes the last source of income for the mafia gang that cooked up the chili affair. Now the concessionary company of the incinerator is under state administration, just like Fieri and Elbasani.
The government is obliged to appoint a public administrator, who will have full control over the company's expenses and cash flow. So with this act, SPAK and GJKKO have finally stopped the financial bleeding in the affair of the incinerators.
For many critics, this may be an overdue act. In principle, in any crime, stopping the bleeding should be the first and most urgent action. Just as the European Union did, when it found that the Serbian government was stealing agricultural funds.
SPAK has already proven for several months that the Tirana incinerator was a big corrupt affair, the highest in the hierarchy of corruption due to state capture. The reluctance not to seize the company since then has cost quite a bit financially. Only since the beginning of this year, 15 million euros of payments have been made, the money of which has most likely already flown to the offshore accounts of the owners.
However, beyond any debate about timing, in terms of public interest, the sequestration of the Tirana incinerator is the greatest success of SPAK and justice reform. This is because, from today, citizens are no longer robbed through this act.
And yet this was not an easy blow. Incinerators are a state affair. As evidenced by SPAK's investigative files, the three waste concessions have engulfed whole segments of the state, at the central and local level. Today's seizure automatically means that the government and the municipality are guilty of this corruption. Now it is their turn to face justice.
Not long ago, Edi Rama described the incinerators as works of success for which he was proud. But with recent developments, an even greater success emerges for which the government should be proud. He is the transformation of Farudin Arapi into one of the biggest managers in the Balkans.
Today Mr. Arapi manages the incinerator of Fier, the one of Elbasan and most likely now he will also manage the one of Tirana. In financial and asset terms, this puts him in the ranks of Wall Street hedge fund managers. And the assets that Mr. Arapi manages grow from only one source. From the corruption committed by the government. This is the greatest success of the Renaissance.
