Peace, with the eyes of the NATO Summit in Lithuania!

As is widely known, today and tomorrow (July 11-12, 2023), the 37th Summit of the North Atlantic Alliance (NATO) is being held in Vilnius, Lithuania. Invited/privileged to attend by the "Atlantic Council Expert Forum", I am sharing a summary of strategic messages from this historic Summit for the future of the Euro-Atlantic Alliance:

From the beginning, I must underline that this Summit is by no means "another routine meeting", but the biggest event that the Alliance has had since its foundation (April 4, 1949). This is because, on this occasion, the heads of 31 member states gather to demonstrate the will, cohesion, military power and determination to win the war in Ukraine, as well as the vital necessity of transforming (if not re-establishing) the Alliance.

Having said that, it is enough to bring to the attention that NATO in the last 24 years has doubled the number of member countries (from 16 to 31/2 soon including Sweden) while out of a total of 37 Summits, 27 of them have been held after 1990. Thus, The expansion map and the number of Summits after 1990 speak louder than all the speeches in Vilnius, not only about the unforeseen changes in the nature of threats, but also the expectations towards NATO as: "The most powerful alliance in the history of mankind", which, following the precedent of the "war for/with Ukraine" are greater than ever before in its 74-year history.

But why, exactly at the Summit of Lithuania, the heads of the 31 member countries are destined to sign the NATO of the New Era/Generation, or to be more clear, to seal the re-establishment of the Alliance?

First, for the first time after the end of the Second World War (May 9, 1945) and the Cold War (1990), from February 24, 2022, Europe and with it NATO, are facing the consequences of the recycling of the classic war, or changing the state borders of a sovereign state with the power of murderous weapons (Russia's neo-Nazi - Putinist aggression against Ukraine). In this security environment, NATO's geostrategic priority, if not vital, remains the return of the Alliance to the modernization programs of conventional capacities/capabilities, including nuclear power/deterrence (deterrence, deterrence and retaliation/retaliation against enemies potential).

Therefore, after this Summit, the number of High Readiness Forces is planned to reach around 300 thousand military troops (as never before in the 74-year history of the Alliance), as well as the combat capacities of the Alliance's Air and Naval power will be doubled. , capable of guaranteeing the protection of the collective whole of 31 countries (article-5) from the two basic threats, "Russia and terrorism"!

Secondly, this Summit is destined not to be "forced to make history as it is held after 500 days of bloody fighting against Russia's - Putinist aggressors, which, as it has been repeatedly proven, remains so not only against the territorial sovereignty of Ukraine, but also against the credibility of the global security order; to the status quo and geopolitical interests of the USA/NATO; to the limits of democracy as well as to western values.

Therefore, without any doubt at this Summit, NATO will demonstrate its unrivaled power and comprehensive support for the counter-offensive of Ukraine, including with over €100 billion of last-generation weaponry (from the US, UK, Poland, Norway and almost all countries others of NATO). Also, the "NATO Council - Ukraine" will be "inaugurated" or re-institutionalized at the Summit in order to speed up the process of Ukraine's membership in the Alliance.

In short: "for the US/NATO, there is no other option but to win the war in Ukraine". Moreover, all the factors and the 31 members of NATO are determined and confident that, together with the loss of the War in Ukraine, Putinist Russia is being discredited and will lose its geopolitical weight in the world, fortunately including in the Sea of Black, Western Balkans, Mediterranean, etc.

Thirdly, the Lithuania Summit takes place not only at the right time, but also as a critical necessity: "to adapt and modernize the concept, approach, mechanisms, power and capacities of the Alliance based on the principle of "burden sharing and growth at least 2% of the defense budget"; but also the strengthening of transatlantic relations so that NATO remains capable and invincible to face any threat, at any time, to any potential enemy and from any direction".

In order to make this expected message of the Summit as clear as possible, I am quoting the Secretary General of NATO, Mr. Jens Stoltenberg, who said one day before the Summit: "2% of GDP was considered the minimum" while we remember that during the last 25 years, 2% has been only a very debatable objective, but also unfulfilled by the vast majority of member countries. On the other hand, it is also worth mentioning the fact that during 2023 the defense budget for the European countries/Canada has had the biggest increase of the last decade (8.3 %) without including the USA, which this year reached the record budget with about 1 trillion dollars. Likewise, these countries (European/Canada) have increased their investments in defense programs by around €450 billion since 2014.

Fourth, the Summit will confirm even more strongly the "open door policy" (enlargement) with Sweden soon and with Ukraine, Georgia, as well as the strengthening of the strategic partnership not only with the EU, but also with countries with "status privileged" such as Australia, New Zealand, South Korea, which have been officially invited to participate in the Summit.

Fifth, in this Summit, there will be strong messages for the 5 countries of the Western Balkans, on the critical necessity of developing the spirit and Mutual Confidence Measures (CSBM) as well as unconditional dialogue for peace, democratic stability and the integration agenda. Euro-Atlantic Region.

Janë dy definicione brilante, nga dy personalitete të mirënjohura si dhe me kontribute historike për “rendin global të sigurisë”, që veçmas, por sidomos së bashku, i kam përzgjedhur si mesazhe përmbyllëse të këtij Samiti historik: “NATO është aq e fortë sa hallka më e dobët e zinxhirit të Saj” si dhe të Ish-Presidenti i SHBA, John Kennedy, në hapjen së Konferencës se Munihut, 60 vjet me parë: “T'i hedhim sytë përtej rreziqeve të së sotmes, te shpresat e së nesërmes”!

Prandaj, në Samitin e Vilniusit, Krerët e 31 shteteve anëtare janë të “të destinuar në mos të imponuar të nënshkruajnë dhe shenjtërojnë projektin e Aleancës së Erës së Re”. Kjo pasi jam shpresëplotë se në këtë Samit do të rikonfirmohet Leadership i fortë, përgjegjshmëri e lartë, vullnet, kohezion si dhe projektet, programet dhe mbështetja financiare (minimumi 2% e GDP-së) për modernizimin e kapaciteteve të afta në përballjen me rreziqet konvencionale (artikulli 5), me terrorizmin si dhe me kërcënimet ndaj paqes, lirisë, prosperitetit dhe stabilitetit demokratik dhe interesave të Aleancës në hapësirën Euroatlantike.

Në shtesë, në kapacitetin e Ekpertit për çështjet e Sigurisë Kombëtare, Rajonit dhe NATO-s, po parashtroj reciprokisht edhe 5 rekomandime strategjike për sa qëndrimet dhe angazhimet e RSh në këtë dhe përtej këtij Samiti:

Kohezion dhe konsensus të pakushtëzuar (krah të ShBA-së) për të gjitha vendimmarrjet, projektet dhe operacionet e Aleancës në interes të mbrojtjes kolektive (artikulli 5); mbështetjen “më shumë se modeste” ndaj Ukrainës; rol/vend lider në promovimin e paqes, stabilitetit demokratik, interesave gjeopolitike dhe agjendës Euroatlantike në rajon. Po ashtu, mbështet projektet e përbashkëta ndaj kërcënimeve asimetrike të sigurisë: “terrorizmi, rreziqet kibernetike, krimi i organizuar, siguria e mjedisit, emergjencat civile, etj”!.

Të konfirmojë përmbushjen e angazhimit për të arritur në “minimumi 2%” GDP-së prej 2024 e në vazhdim”, me synimin e zhvillimit të kapaciteteve të afta për përballimin e rreziqeve ndaj sigurisë së qytetarëve dhe shoqërisë, si dhe përmbushjes së detyrimeve në kuadër të NATO-s.

Mbështetjen dhe promovimin e përpjekjeve të Kosovës dhe Bosnje-Hercegovinës, për anëtarësim në NATO, duke konfirmuar se kjo “qasje e mëncur” zgjeron hartën e paqes së qëndrueshme në Rajon dhe më gjerë.

Të përmbush të gjitha përgjegjësitë që i përkasin vendit pritës (Host Nation), deri në përfundimin e projektin të Bazës Ajrore të Kuçovës, etj, detyrime që burojnë nga marrëveshja mbi statusin e forcave (SOFA), protokolli i Parisit, etj të nënshkruara nga vendi ynë në 2012.

Të konfirmojë vullnetin dhe vendosmërinë e Tiranës Zyrtare për transformimin e Sistemit të Sigurisë Kombëtare, në përputhje me atë të mbrojtjes kolektive të Aleancës, duke përditësuar dhe modernizuar konceptin (SSK), balancat e pushteteve, strukturat, kapacitetet operacionale, bashkë me këto mekanizmat dhe mirënjohjen institucionale ndaj ShBA/NATO si dhe kulturën Euroatlantike të bashkëpunimit.

Së fundmi, por jo nga rëndësia, në këtë udhëtim/përpjekje me interesa të larta kombëtare, “nuk vlejnë as privatizimi i dashurisë për mëmëdheun dhe as i agjendës Euro-Atlantike; as fryma sovranisto-ballkanike dhe as mungesa dëshpëruese e projektit të rindërtimit të opozitës zyrtare (përtej luftës diskretituese për procedurat, vulën dhe bravat)”, por peshohen vetëm dashuria dhe përunjësia për vendin; përkushtimi në ushtrimin e detyrave shtetërore dhe përgjegjësia e lartë ndaj interesave mbarëkombëtare; besimi në vlerat Euroatlantike, mirënjohja dhe “bekimi” ndaj/nga partneritetit strategjik me SHBA-në, NATO-n.
