The Secretary General of the UN, António Guterres, within the framework of the BRICS summit in Johannesburg, has spoken for a reform of multilateral institutions. The global structures in place were largely created after World War II, Guterres said, referring to forums such as the UN Security Council, the World Bank and the International Monetary Fund.

Many African countries at that time were ruled by colonial powers. For multilateral institutions to remain universal, they must be reformed. More and more countries want to join the BRICS group. "We are moving towards a multipolar world and this is a positive thing", said Guterres shortly after it was declared that the group of the most important countries in the BRICS expansion will accept in its ranks from January 1, 2024 six more member countries : Saudi Arabia, Iran, United Arab Emirates, Argentina, Egypt and Ethiopia.

According to South Africa's foreign minister, Naledi Pandor, more than 40 countries have recently expressed interest in joining BRICS. This alliance considers itself as a counterweight to Western industrialized nations and aims, among other things, to reduce the dominance of the dollar in the global financial system.

António Guterres: African countries have to pay a lot for loans

A rethinking of the currently outdated and dysfunctional global finance architecture is imperative, the UN Secretary General drew attention. "This requires courage to compromise, African countries on average pay four times more for loans than the US and eight times more than rich European countries," Guterres said and called for the development of an efficient debt settlement mechanism.

Guterres also called for full respect for the UN Charter, human rights and international law.

Russia vs. Germany and Japan in the Security Council

As for the UN Security Council, many countries have been demanding reform for decades, because the Security Council still continues to represent the winning power structure of 1945.

For years, Germany has been part of the so-called G4 group with Japan, Brazil and India, which jointly seek the right to permanent membership in this UN forum. Until now, these countries rotate every two years as a member of the Security Council, not being a permanent member with the right of veto.
