Russia said on Friday it was considering banning the popular messaging service WhatsApp, accusing it of failing to prevent crime.
This threat comes as Moscow is making efforts to push Russians to switch to state-backed digital services.
Russia had blocked users from making calls on WhatsApp in August, as part of a broader crackdown on Western-owned social networks.
These actions, according to critics, are intended to force Russians to use domestic platforms.
In a statement, Russia's communications watchdog, Roskomnadzor, said WhatsApp was being used to "organize and commit terrorist acts in the country, recruit perpetrators, as well as for fraud and other crimes against our citizens."
"If it does not comply with Russian legislation, it will be completely blocked ," the statement said.
American tech giant Meta, which owns WhatsApp, has not yet commented.
WhatsApp is one of the two most popular messaging services in Russia, alongside Telegram.
Moscow is demanding that these two platforms give it access to data upon request by law enforcement agencies, for fraud investigations and for activities that Russia describes as "terrorist".
Human rights defenders fear this would expand the surveillance state in Russia and could be used to target critics of the Kremlin, President Vladimir Putin or the war in Ukraine. /REL
