Exactly 75 years after the opening of the Parliamentary Council, representatives of the German constitutional bodies recalled the beginnings of work on the German Constitution, the Basic Law. The former president of Germany, Joachim Gauck, gave the keynote address at the ceremony in Bonn. "We owe a lot to the women and men of the Parliamentary Council," he said at the Koenig Museum of Natural History. This is the place where the Parliamentary Council met for the first time on September 1, 1948.

Gauck further emphasized that the Constitution was a secure foundation. "But the degree to which it is used in terms of freedom, democracy, human rights and peace depends on the citizens," Gauck said. "It's up to us." Democracy needs citizens who do not think of the state only as an auxiliary institution, but who become its architects. "The state, democracy - it's us".

"Democracy is not self-evident"

Bundestag President Bärbel Bas said: "The provisional Basic Law has become a success story." But there is no need to preach, she added. Free democracy is not self-evident. Parties and parliaments must try new ways to engage and involve people. We must unite against those "who want a country in which human dignity is not inviolable."

Basic Law for a West German State

From September 1, 1948, 61 men and four women of the Parliamentary Council drafted the Basic Law for a West German state. The Koenig Museum was one of the few buildings that was not damaged during the war. The actual discussions took place at the Pedagogical Academy, located 500 meters away.

On May 23, 1949, the Basic Law was finally signed in Bonn - and was adopted again in 1990 with the reunification of West and East Germany./ DW
