The number of officially reported cases of sexual violence against children and young people in Germany increased significantly in 2023. Three quarters of abuse victims were women. In many cases the perpetrators were young people themselves.

Cases of sexual violence against children and young people in Germany have increased significantly. The report on sexual offenses presented by the Federal Bureau of Criminal Investigation (BKA) for 2023 is based on statistics from the police and the US organization National Center for Missing and Exploited Children (NCMEC), which investigates pornographic material. with children and young people being distributed on the Internet.

Cases of sexual abuse of children under 14 are increasing

In 2023, German investigators recorded 16,375 cases of sexual abuse of children under the age of 14. This is an increase of 5.5 percent compared to 2022. And the number of cases of online distribution of pornographic materials with children and young people, including filming of sexual abuse of children, increased by 7.4 percent to about 45,000 cases. This finding was made mainly thanks to numerous reports from abroad.

Three quarters of children who have suffered sexual violence were girls, 94 percent of the perpetrators are male and usually act alone. In more than half of the recorded cases, perpetrators and victims knew each other or belonged to the same family.

More "self-filmers" of pornographic content

Even cases of sexual abuse of young people between the ages of 14 and 17 have increased by 5.7 percent. In 2023, 1,200 acts of rape were recorded, while the number of victims increased by 5.5 percent, reaching 1,277 people. Even in this age group, more than three quarters of the victims were female and more than 90 percent of the perpetrators were male.

The report also states that 30 percent of the suspects were themselves children or youths. BKA writes that minors often have sexual relations with their peers or with people of a young age and are often not aware of the criminal responsibility of their actions.

This applies especially in the field of pornography with minors and young people. In 2023, almost 40 percent of those suspected of producing and distributing pornographic content were themselves minors, the report said. A large part of them are the so-called "self-filmers", i.e. people who film themselves and then upload and share the pornographic footage on social networks. In this way, they commit a criminal offense, because the production, distribution, appropriation and possession of pornographic content with minors is punishable by law. /DW
