From 1 April 2025, road and rail carriers will have to provide data on goods shipped to or through the EU prior to their arrival, through an Entry Summary Declaration (ENS).

This obligation also applies to postal and express carriers transporting goods using these modes of transport, as well as other parties, such as logistics providers. Under certain circumstances, final recipients established in the EU will also have to submit ENS data to ICS2.

The European Union's Import Control System 2 (ICS2) aims to increase the safety and security of goods entering the EU by introducing a standardized pre-arrival customs process for all modes of transport, including road and rail, in addition to existing air, sea and inland waterway requirements. By mandating the accurate and complete submission of accurate and complete ENS (Customs Pre-entry Summary) entry authorities will be able to better assess the risks associated with entering goods, thereby improving the EU's ability to prevent and combat customs offences, and ultimately ensuring a safer trading environment.

Economic operators who are not ready by this date should contact the National Service Office of the EU Member State (National Customs Authority) where they are registered and have received their EORI number, to request a deployment window no later than 1 March 2025. Deployment windows are granted on request only. In order to meet the requirements of ICS2, affected businesses will be required to ensure that they collect accurate and complete data from their customers, update their IT systems and operational processes and provide adequate training to their staff.

Economic operators will also have to successfully complete a self-compliance test before connecting to ICS2, to verify their ability to access and exchange messages with customs authorities. Goods may be stopped at EU borders and may not be cleared by customs authorities if traders do not meet the ICS2 requirements on time. /CNA
