Disturbing finding of EU report: Albania, only 2.8% of GDP for public spending

Among the findings of the EU progress report on Albania, there is also a worrying fact that public spending on health accounted for approximately 2.8% of GDP during 2024.

This issue is also reflected in the report "Health Sector Expenditure Monitoring for 2024", which notes that healthcare spending, including both state budget allocations and MHCIF revenues, amounts to 69.7 billion lek in 2024, representing 2.8% of GDP and 9.6% of total public spending, the lowest level of government spending on health since 2017.

The report also highlights that Albania's healthcare system funding is 18% lower than projected in the NHS 2021–2030, indicating a deep funding gap in the sector. This deficit has negatively impacted progress towards achieving universal health coverage.

Between 2020 and 2024, state budget allocations for primary health care fell from 11.4% to 9.1% of the total health budget, indicating a weakening of financial support for primary health care.

This decline has reduced citizens' access to essential services and increased pressure on hospitals and tertiary care, ultimately increasing the overall costs of the system.

The Albania 2025 Report reflects these concerns and specifically recommends that Albania should, in particular, increase financial and human resources in the health sector, especially in primary health care and preparedness for health emergencies against all risks, and guarantee equal access to quality health services for vulnerable populations, especially women and girls belonging to these groups. /CNA
