The head of the International Monetary Fund (IMF), Yan Sun, stated that Albania is not yet ready for the fiscal amnesty, as some changes are still needed in the draft law.

According to her, the Government should change the amnesty bill into a program of voluntary self-declaration, but in order to consider it, it must have fulfilled some prerequisites.

“Projekt ligji për amnistinë mund të konsiderohet si një dëmtim për moralin tatimor.  Përfshin një falje të konsiderueshme të atyre që përveç këtyre, kanë një heqje të interesave dhe penaliteteve, të cilat mund të japin një amnistim nga ndjekja penale. Qeveria duhet të ndryshojë projektligjin e amnistisë në një program të vetëdeklarimit vullnetar. Por që ta konsiderojë duhet të ketë përmbushur disa parakushte.
