
During 2025, CNA, through an investigation, discovered how IT procurements were hijacked by the duo, or as CNA called the screenwriters Gerond Meçe and Migena Schroder.
For more than a year, procurements have been blocked, creating problems in the maintenance of state systems.
CNA, in its investigation, discovered that behind the blockage was a pressure scheme through complaints to the KPP.
Complaints kept coming and increasing, leading to cancellations and suspensions of tenders, which consequently hindered the procurement process.
The masterminds of this scheme were Gerond Meçe and Migena Schroder, who have long blocked public procurements in the IT sector, many times in collaboration with the Public Procurement Commission.
According to data provided by CNA, a group of people have organized an abusive scheme for their own benefit and that of their inner circle.
These schemes go as far as the use of private events by Migena Schröder with her husband Daniel Schröder, where ambassadors, consuls, CEOs and important heads of institutions, both foreign and Albanian, are invited, with the sole purpose of penetrating public tenders and favoring the companies AESS and ABS and then attacking the serious IT company.
As we mentioned above, the two scriptwriters of this scheme are Migena Schröder, whose function is to build narratives by creating enemies, and Gerond Meçe, who uses the media, institutions, and complaint mechanisms to harm opponents.
CNA has discovered that the KPP has been seized and misused by certain individuals, providing an example of how deliberate blockages are made complaint after complaint.
Schemes that lead to a total blockage of IT procedures, because they are controlled by the same hands, sounding the alarm siren and bringing about quite a few consequences.
During the investigation, it emerged that the KPP is making completely unjustifiable decisions in violation of the law that have major financial consequences and affect the security of citizens' data. In this way, flagrant abuses are committed, jeopardizing the functioning of critical state systems.
One of the scandals that CNA uncovered was the KPP's decision to remove genuine specialists from technical processes. This means that complicated government systems can be maintained by anyone, even without any qualifications.
The scandal of accepting requests to bypass official authorizations of manufacturers continues. With its decisions, the KPP is legitimizing black market supply, completely eliminating the official supply chain of companies such as Microsoft, Dell or Panasonic. This is an unprecedented practice that seriously jeopardizes the integrity of equipment and software used by public administration.
CNA has raised the alarm that the lifting of security clearance requirements for people working with certain systems and data that contain classified information is being tolerated. This means that sensitive and classified state information could end up in the hands of individuals or companies without any security guarantees.
CNA has brought to the attention of public opinion the entire abusive scheme and violations that have been committed with IT procurements.
