CNA has uncovered very interesting and significant details from the leaked decision of the GJKKO and Judge Erion Bani that shows how the money laundering scheme of Ajola Xoxa and Erion Veliaj functioned.

The data clearly showed how the Municipality of Tirana, Mayor Erion Veliaj, with his signature, provided funds to the NGOs of his wife Ajola Xoxa and their families, causing the municipality's funds to go into their pockets.

Today we will bring another fact that shows how the institutions' money ended up in Ajola Xoxa's pockets.

COMMUNICATIONS, ADELA KONDAKÇIU AND INA GOXHAJ

The investigative file contains several communications between citizen Adela Kondakçiu, who was the financier, and Ina Goxhaj, the former director of BYL-A, one of Ajola Xoxa's NGOs, also funded by the Municipality of Tirana.

The communications between citizen Adela Kondakçiu and Ina Goxhaj provide a very clear picture of how the organizations created and de facto controlled by citizen Ajola Xoxa, as well as other persons identified during the investigative process, actually functioned.

Ina Goxhaj appears to be the executive director of the non-profit organization BYL-A. For the first time in the communications of these two citizens, another NGO, SHIZI, is mentioned, which refers to the Association for the Integration of Informal Areas. It seems that the office of citizen Ajola Xoxa is connected to this organization.

Adela Kondakçiu and Ina Goxhaj start talking about a citizen they call "Ilda", who has not been able to meet since she left for the USA. It is then established that Ina Goxhaj cannot make any decisions, although she is the executive director of the company. Ina Goxhaj actually states that they should talk to Ilda about the 3-month salary statements.

Ina Goxhaj: If you're going to his office, go and explain yourself.

Adela Kondakçiu: You are still listed as employed at BYL-A, I don't know, maybe next year after the pass, you can, but I don't think anything will be done for this year.

Another interesting moment for the investigation regarding the functioning of the organization is the fact that Ina Goxhaj, although she was the director, did not have the power to make decisions.

In this case, Ina Goxhaj addresses Adela Kondakçiu with a confidential question (textually) regarding the money that was left with BYL-A and what would happen if she withdrew it, could they justify it as an action?

Adela Kondakçiu: It would be best not to make a withdrawal because we don't have invoices to justify it, but you can transfer it as arrears to your account directly.

Understandably, the interlocutors express dissatisfaction with citizen Ajola Xoxa.

Ina Goxhaj: "Remove the visa. You've been patient enough. As if we're their dice."

Further in the communications it is revealed that both Adela Kondakçiu and Ina Goxhaj were not paid for their work at BYL-A. Since Ina Goxhaj should have been the person making decisions regarding the organization, it is natural to conclude from the communications that the decisions are made by other people.

"Great, we'll fight. No more. We'll tell him, sword in hand," says Ina Goxhaj.

MESSAGES, HOW AN NGO WORKS, MONEY IN AJOLA XOXA'S POCKETS

On page 257, an interesting conversation begins that lasts for a long time, through which the proceeding body has understood how an NGO like BYL-A, which benefits from public funds from various institutions, including the Municipality of Tirana, actually functions.

Ina Goxhaj receives a message from Anxhela Qunaj: "Ina, send a summary of the interim narrative report along with the financial one."

Ina Goxhaj explains to Adela Kondakçiu about the "sms", the latter responds: "The financial one? What we sent is financial, but we need to summarize what we have to pay with 15,000 USD?"

Ina Goxhaj: "Regarding those activities and what we paid for, but which were put in the budget."

It is clear that this is an activity that will be financed in US dollars, and as will be seen below, it is financed by the United States Embassy in Tirana.

Also, according to the proceeding body, it is clear that, based on the quotation marks used around the word "paid", there were fictitious payments. This resulted from both the subsequent communications and the statements of citizen Ina Goxhaj, as well as evidence obtained from open sources.

On page 264 it is understood that the dollars mentioned above are financed by the American Embassy in Tirana. On 29.04.2022, Adela Kondakçiu announces that 14,940 USD have been spent. Adela Kondakçiu for the first time expresses concern about the implementation of the project financed by the American Embassy. The following communication on the same page shows that at least until 30.05.2022 no activity has been carried out, considering that the time frame of the activity belongs to the period January-July 2022.

Adela Kondakçiu says: "But I have a concern that is the realization of the project because the embassy will want some photos, right?"

This communication clearly shows that at least to this date nothing has been done from the project funded by the Embassy in question. This is even more evident in the communications that follow.

These conversations reveal attempts to find fictitious invoices related to the project in question, in this case for Web Posters.

Adela Kondakçiu: "Now I believe you will do any of these or not. I mean, really."

Ina Goxhaj: "We have to make a banner and I believe it will be the closing event."

So it is proven that for this project, Kondakçiu and Goxhaj plan to issue fictitious invoices for unfinished work, thinking that they will also do some work "realistically".

As confirmed by communications, at least until 02.06.2022, the report for the embassy has not been prepared in order to justify the funds received.

Adela Kondakçiu: "We will also settle the invoices together, I believe. We will also pay the commission costs to return the money. We will also leave a note with the embassy."

Ina Goxhaj: "Now activities need to be done."

Other communications related to money.

Ina Goxhaj speaks about a person she met at the Tirana Municipality: "Yesterday I know how he told me to go to the municipality. HE SAID YOU DON'T TAKE THIS. HE SAID WHO IS TAKING THIS MONEY. YOU COME AND SIGN THIS."

Adela asks: "Did he have you from the organization or you employees?"

Ina Goxhaj answers: "NGO". Ina Goxhaj continues: "THEY ARE GREAT WHO TAKE IT".

Adela Kondakçiu replies: "YES, THEY ARE MIXED UP WITH MANY THINGS." Ina Goxhaj: "I MEAN. SHE GETS THEM FOR YOU."

Ina continues by telling Adela: "You are in a position. I understand."

From the above, it is clear that the funding, including that of the municipality, is not administered and, moreover, goes in the form of some benefit to the persons who de jure manage the NGOs, but to other persons whom they call their bosses.

Adela Kondakçiu continues: "These people will spend a lot of money. And the islands are covering at least 60-70% with these sponsors."

Ina Goxhaj responds: HORROR HERE IS THEATER. I COME TO PICK UP THE GARBAGE. SHAME.

On page 663, the rest of the funds are expected from the embassy, ??but the latter is awaiting narrative and financial reports.

Adela Kondakçiu informs Ina, who seems completely unaware, that the office has made several contracts for budget items and asks her to be there too, but it has not been decided exactly how the payments will be processed because it will be discussed at a later date.

So, it turns out that the contracts that should have preceded the development of the activity are being made afterwards and that it has not yet been decided how to proceed with payments, clearly implying that the decision on this belongs to other people and is made post factum.

This is a case where communications between financier Adela Kondakçiu and former director Ina Goxhaj show how fictitious invoices were issued for activities that were not carried out for which institutions provided funds, but which were passed on to NGOs, including municipal funds signed by Mayor Erion Veliaj himself.

In this way, Veliaj was funneling the funds back into his pockets, as it is clearly stated that the benefits go to NGOs that do not even pay their employees.
