Conversations revealed/ How tenders for the Municipality of Kolonja were

The Special Prosecution Office has revealed details of the mechanism of manipulation of tenders of companies predetermined as winners for the case against the mayor of Kolonja, Erion Isai, a day after he was taken as a defendant by SPAK.

The file also includes conversations between the administrator of the private company "A & E Engineering" sh.pk, Entela Çano, the winner, and the head of the Public Procurement Sector in the Municipality of Kolonja, Armand Tafili.

Conversations between Entela Çano and Armand Tafili:

-On 17.09.2020, at 12:25, citizen Entela Çano sends Armand Tafili the following message:

"They only have the date to change and the person who drafted it"

He also sent the document titled
"2-DETAILED 1 OF THE KOZELI WATER SUPPLY SUPERVISION.docx".

(From the review it results that this document consists of determining the minimum and maximum value for the procurement procedure entitled "SERVICE SUPERVISION OF WORKS AND SUPERVISION OF THE OBJECT: Construction of the Erseke water supply and several villages, Phase Two from the Kozelif springs". Referring to this document, the maximum value of the supervision is marked 6,409,651.65 lek with VAT (5,341,376.37 lek without VAT), while the minimum value is marked 5,566,761.97 lek with VAT (4,638,968.31 lek without VAT).

“Kolaudimi hidhet në sistem në momentin që kontraktori njofton përfundimin e punimeve sipas ligjit të prokurimeve. Mos u nxitoni..për mendimin tim.. Sepse fondi limit i kolaudimit kalkulohet në bazë të situacionit përfundimtar. Dhe jo në bazë të vlerës së kontratës”.

-Në orën 11:33, Armand Tafili dërgon mesazhin:

“Bëhet në bazë të vlerës së projektit. Unë kështu i kam bërë”.

-Në orën 11:34, Entela Çano dërgon mesazhin:

“Jo… bëhet në bazë të vlerës së situacionit përfundimtar të kontratës së zbatimit”.

-Në orën 11:34, Armand Tafili dërgon mesazhin:

“Dakort, app një email”. Po i bej më vete, po i kam çuar”.

-Biseda të bëra në datën 05.10.2020, në orën 12:08, Entela Çano i dërgon Armand Tafilit mesazhin:

“Armand përshëndetje ..si je ?”.
