Prime Minister Edi Rama during his speech at the Congress of the Socialist Party

The Socialists, called today to their Congress to elect the new National Assembly, were faced with surprise changes in the Government, announced by Prime Minister Edi Rama at the end of his long speech. They include almost the most important posts of a government cabinet, two of which, the Ministry of the Interior and the Ministry of Finance, had leaders appointed not long ago.

Mr. Taulant Balla was appointed to the Ministry of Interior in July last year. Now he must give way to one of his subordinates, the head of the National Inspectorate of Territory Protection, Ervin Hoxha.

Even the Minister of Finance, Ervin Mete, took office in September of last year. In his place, Mr. Rama has chosen the head of the National Agency of Natural Resources, Petrit Malaj, another technical name, as well as that of the Director of the Port of Durres, Pirro Vengu, who was entrusted with the direction of the Ministry of Defense, instead of Mr. Niko Pelesh. Both come from institutions under the Deputy Prime Minister and Minister of Infrastructure and Energy Belinda Balluku, the most influential figure in Mr. Rama's government.

The inclusion of new names seems to be the prelude to a movement that Mr. Rama seems to intend to extend to the selection of candidates for deputies in the next spring's general elections. In his speech, he taught the need to engage new figures. In the next parliament, the Socialist Party, as he said, "will need the knowledge, will need the skills, will need the desire of young people that we will bring closer to the great trials of the fourth mandate and by young and older, I don't mean the age in the civil registry, but young people, new public figures, with different work experiences, with energy, with ambition, with a will for Albania regardless of age, regardless of gender , regardless of location, regardless of surname, regardless of wealth".

The new changes in the government were also accompanied by some movements in the parliamentary organization of the Socialist Party. Mr. Peleshi will take the leadership of the group, taking the place of Mr. Bledi Çuçi, who is expected to be the deputy speaker of the parliament. For the government, the relationship with the Assembly will be maintained by Mr. Balla, who thus remains part of the cabinet, but as the Minister of State. A significantly lower position in the government hierarchy, compared to the Ministry of the Interior. Meanwhile, Mrs. Elisa Spiropali, from the Minister of State, was catapulted to the leadership of the parliament, after the resignation, for personal reasons, of Mrs. Lindita Nikolla. For almost 48 hours, Mr. Rama had not reacted to Mrs. Nikolla's departure. The latter remained almost cold towards today's compliments of the Prime Minister for her work. Praises that were immediately followed by criticism of the conflict situation in which the parliament passed for a long time, due to strong clashes with the opposition which did not spare the acts of force and the ignition of the firebrands in the hall.

The cabinet built by Mr. Rama at the beginning of his third term, in 2021, has undergone several changes. Initially, in 2022, he removed the deputy prime minister Arben Ahmetaj. While last year, in addition to the Ministry of the Interior, in September he made several other interventions, leaving out, among others, the Minister of Foreign Affairs, Olta Xhaçka, and the Minister of Agriculture, Frida Krifca.

Even today, as happened in previous cases, the prime minister did not give any explanation or motive for the changes in his cabinet, although they affect the most key positions. Shortly after his speech, he went to the presidency, where, although it was a day off, the Head of State was waiting for him to submit the list of dismissals and new appointments to the government cabinet./ VOA
