Albana Vokshi

Another scandal, similar to that of "Babale", involves the MP Albana Vokshi, who headed the Investigative Commission for Health regarding the concessions.

The task of this commission was to discover government corruption, concessions, violations, collaborators and beneficiaries of Albanian money.

But it seems that this commission has not revealed anything except that it has turned into a commission apparently to fill the pockets of the deputies.

Contrary to what it seems in the foreground, when Albana Vokshi was having sex with Plarent Ndreca, it was actually a commission to receive a reward, per diems, payments and benefits for the members of the commission.

CNA has been able to provide official documents that clearly show the function of this commission.

"The documents state:

For the financial treatment of members and support staff of the Investigative Commission for Public Sterilization and Health Check-up Services.

"Article 13, point 2, and 4, of law no. 8550, dated 18.11.1999 "Status of the deputy", determine that:

2. The deputy's salary consists of the salary for his participation in the session, in committees and in other parliamentary activities. In addition, he enjoys the right to remuneration for participation in committees, as the head of the Committee or as the head of the parliamentary group.

The ratios of the salary, the amount of the diet, the remuneration, as well as the rate for the transport that the deputy, the chairman of the commission, the subcommittee and the chairman of the parliamentary group benefit from are determined by the decision of the Assembly. Point 6/ae of the Assembly Decision no. 114/2014 "On the manner of treatment of deputies", determines that:

"Participation in the meetings of the Councils, the Bureau of the Assembly, investigative or special commissions, is rewarded in the same way as the meetings of the permanent commissions.

Item 7 of the Assembly Decision no. 114/2014 "On the treatment of MPs", determines that: 7. "The MP benefits from a daily allowance, for days of service within the country, at the rate of 4% of the basic salary..."

Point 7/ce of the Decision of the Assembly no. 114/2014 "On the manner of treatment of deputies", determines that:

7.c "Deputies benefit from per diems after submitting the supporting documentation signed by them. The form of the supporting documentation and the forwarding procedure for payment is determined by the General Secretary"

In support of the above legal basis, we request:

1. All members of the investigative commission to be treated financially for each commission meeting they have attended, according to the meeting documentation, as well as financial treatment with per diems for the days they visited outside of Tirana, according to the documentary documentation for each case.

2. The support staff, the members of the technical secretariat who assist the commission, be treated financially with overtime hours in cases where the commission's meetings last beyond the official working hours, according to the supporting documentation for each case"

This is the scandal. An investigative commission for concessions and violations in Health, which turns into a commission that fills the pockets of MPs with salaries, per diems and expenses./ CNA
