A recent alarm raised over the number of detainees in Albania alleges overcrowding of cells, but official figures show a different reality regarding the progress of these statistics in the last decade.

The reality of the figures shows a steady decline in the number of people held in detention, reaching the lowest historical level during 2025.

According to official data analyzed by CNA , in 2014 there were 2,964 detainees in institutions executing criminal decisions, while in 2015 this figure remained almost the same with 2,952 people in cells.

The situation appears to have stabilized even after a decade, with the number of detainees at 2,941 in 2024. The downward trend has been confirmed by the latest statistics for 2025, where this number has dropped to 2,744, marking the lowest figure recorded in the last ten years.

The change in the percentage of pre-trial detainees in relation to the total number of convicted persons, which has moved from 48.29% in 2015 to around 55.29% in 2025, does not reflect an increase in the number of arrests, but is explained by the decrease in the total number of persons serving sentences with a final decision.

Regarding the source of these security measures, data shows that SPAK holds only 3.35% of the total number of detainees, which corresponds to around 100 people accused of corruption and serious crimes.

The vast majority of the flow comes from district prosecutors' offices and the State Police for minor criminal offenses, although there has been a decrease in cases for offenses such as energy theft or drunk driving, for which cells were once filled with massive orders. /CNA
