A major change is affecting this tourist season. The Council of Ministers has approved significant changes to the regulation of beach resorts, regulating prices, control of public spaces and the role of local units.

Public beaches charged by local self-government units are now registered as a separate category and cannot be delegated to private entities. Maximum prices for the use of umbrellas and sun loungers will be set by municipalities, becoming a mandatory limit for private entities.

The changes also affect stations near accommodation structures, rivers and lakes, while noise levels and beach hygiene will be monitored more strictly.

The Tourist Season Management Committee, chaired by the minister for tourism, will coordinate with regional agencies and inspection structures, ensuring that every beach operates according to the new rules.

The decision enters into force after publication in the "Official Gazette" and will be decisive for the summer season, guaranteeing order, safety and controlled prices for vacationers.

“1. The municipal council, before the start of each tourist season, may approve by decision the maximum prices for each coastal area in the territory of the local self-government unit, which serve as the maximum limit for the negotiation and implementation of prices by private entities.

In the absence of this decision, the maximum price is determined between the municipality and the private entity, in accordance with the principles of competition, proportionality and public interest.

2. Maximum prices are determined in a differentiated manner according to areas, taking into account the level of tourist development, accessibility, intensity of demand, standard of service and public interest.

3. The agreed maximum prices become an integral and binding part of the contract signed between the local self-government unit, the National Coastal Agency and the private entity and cannot be exceeded during the entire period of validity of the contract.

4. Exceeding maximum prices constitutes a contractual breach and grounds for imposing administrative measures and/or terminating the contract.”.

Respecting the condition for the permitted noise level

1. Each beach resort is obliged to respect the noise limit levels provided for in the legal and by-laws in force on noise, as well as/or in local plans approved by local self-government bodies.

2. The local self-government unit, before the start of the summer tourist season, publishes a detailed local plan on the noise level for each beach, mandatory for implementation for each entity in the coastal area.

3. The National Coastal Agency, as well as the regional coastal agencies, report any complaint/report submitted to it to the State Police, the Municipal Police, the Local Government Unit, the National Environment Agency, as well as any other institution competent for monitoring noise levels," the government decision states, among other things./ CNA
