Negligence of stored goods/ Customs Directorate, notice for businesses

The General Directorate of Customs has issued a notice this Wednesday addressed not only to customs branches, but also to economic operators, regarding the concerns of recent days regarding the negligence of stored goods.

Through a notification, the implementation of procedures that enable the placement/entry of goods under the special Customs Warehousing regime, their supervision and the closure of the regime, is required, in the most rigorous manner possible, in accordance with the legal and sub-legal acts that regulate this process.

"The General Directorate of Customs, in order to eliminate cases of negligence in the correct implementation of the rules that enable the supervision of goods under the Customs Warehousing regime, brings to the attention of economic operators the following obligations:

Direct dispatch of goods, immediately after receipt of the customs declaration (IM7) and only in premises approved for Customs Warehousing. The customs declaration may only be deposited in customs offices approved for placing goods under the regime;

The storage of non-Albanian goods (mainly in Public Customs Warehouses) must respond to the real, substantiated need for the use of the regime and in no case for the purpose of evading the rule of territorial competence;

The exact description and tariff classification of the goods declared for entry under the regime;

The arrangement of goods to enable their clear and easy verification in the storage facilities. In cases of storage of two common categories (Albanian and non-Albanian goods), their separation and recording in separate registers for each category should be enabled;

Submission of the list of stored goods (stock list) on the 5th of each following month to the supervising Customs Branch;

For goods with an expiry date (mainly foodstuffs), the customs declaration for exit from the regime must be submitted at least 3 months before the expiry date;

In no case shall the exit of goods from the approved Customs Warehousing premises be carried out without first depositing and accepting the customs declaration for their placement in the subsequent regime;

"Implementation of standards that storage facilities must meet and that enable the preservation and safety of goods in an unchanged condition (such as fire protection, construction quality, humidity, camera operation, closure and storage of facilities, etc.)," ??the announcement states. /CNA
