Muçollari: Fire in Tirana, a consequence of urban governance problems

DP Presidency Member Grigels Muçollari, in a statement to the media, spoke about the fire that engulfed the 12-story building in Tirana yesterday.

According to him, the fire is a consequence of deep-seated problems with construction and urban governance, demanding political responsibility and a full investigation.

He accuses that for years, building permits have been issued without standards and control, creating a "facade culture" where the safety of residents has been neglected.

The severe fire in Tirana yesterday is not a tragic coincidence. It is a direct consequence of a failed urban development model, where for years construction permits have been issued without standards, without control, and without respecting the minimum safety of citizens.

This event confirms a well-known problem: instead of real safety standards, a culture of facades has been built. Buildings that look beautiful from the outside, but that in essence do not guarantee even the minimum of safety for the residents. Facades that beautify the city for looks, but that in cases of emergency become a real danger to life.

This is directly related to the model of building the capital during the 'Rama decades'. Tirana is not being developed based on urban planning and public interest, but according to a centralized predatory approach, where decision-making for the development of the city is influenced by the will of one man with his clique, and not by professional standards.

At the same time, an economic model based on intensive concreting has been consolidated, where every space is used for construction, often in a lack of transparency and effective control. This model has produced a congested, high-density city with increased risks to urban safety.

Yesterday's incident and repeated cases show that warnings existed, but no action was taken. Hazardous materials were not banned, standards were not checked, and accountability was not held.

The fact that structures from several municipalities are mobilized for a fire in a building clearly shows the lack of capacity and the weakness of the system. A capital city that cannot cope with emergencies with its own resources has failed in its basic functions.

Responsibility is not just technical. It is political and institutional. Building permits, implementation control and guaranteeing standards are the duty of public institutions. When these fail, responsibility goes to the highest levels of decision-making.

The prime minister's statement is nothing more than an attempt to hide the true responsibility, which is in fact himself.

The Democratic Party demands:

A full and independent investigation into this event and previous similar cases;

Immediate verification of materials used in the facades of existing buildings;

Urgent intervention to replace dangerous facades;

Audit of construction permits and compliance with technical conditions;

Increasing the capacities of firefighting and civil emergency services;

Radical change in the urban development model.

This is a moment that requires reflection and action.

The facade model has failed.

Changing this approach is a necessity.

Tirana must return to a functional, safe and livable capital. / CNA
