The joint instruction of the Ministry of Economy, Culture and Innovation and the Ministry of Finance that determines the fees for applications, archaeological services and the provision of documentation from the Technical Archive comes into force.
The Instruction "On the approval of tariffs and the manner of their use for services provided by the national institute of cultural heritage" has been published in the Official Gazette.
According to the instruction, the new tariffs aim to regulate procedures and formalize payments for the services that IKTK provides to the public, companies and institutions. The tariffs include applications for permits to intervene in cultural property, archaeological excavations, surveys, restoration supervision and technical documentation.
The application for a permit to intervene in tangible cultural property will cost 10,000 lek, regardless of the type of object or the protected area in which it is located.
The fee for transformational developments in the territory will be 100 lek per m2, in accordance with Council of Ministers No. 428, dated 26.6.2024.
Archaeological supervision on the ground will cost 20,000 lek/day. Payment is made after confirmation of the decision of the KKTKM, within 10 days of the issuance of the invoice by the IKTK. While for archaeological excavations and surveys the fee reaches 70,000 lek per m3.
For intensive archaeological surveying, fees vary depending on the project area, starting from 50,000 lek for smaller projects and up to 500,000 lek for those with an area over 25,000 m2.
Also, fees have been determined for services from the IKTK Technical Archive, where responses and technical documentation will have a fee ranging from 1,500 to 2,700 lek, depending on the format and method of delivery (physical or digital).
The revenues from these fees will be paid partly to the state budget and partly to the IKTK budget, depending on the type of service. Meanwhile, public and state bodies acting as investors or developers are exempt from these fees.
Payments will be made through the electronic e-Permit system, and the invoice model will be approved by the Director General of IKTK. The National Institute of Cultural Heritage and the National Agency for the Information Society have been tasked with implementing this instruction.
The fees for application at the One-Stop Shop of the Technical Secretariat of the IKTK, for review and decision-making at the National Council for Material Cultural Heritage (KKTKM) for permits for intervention in material cultural assets are as follows:

-Intervention in Works of Art -10,000 lek
-Postponement of the works deadline and/or partial change of the project -10,000 lek
-Inside the Border Archaeological Park- 10,000 lekë
-Within the Border Area with Archaeological Potential -10,000 lek
-Inside the Border Archaeological Zone “A” -10,000 lek
– Within the Border Archaeological Zone “B” -10,000 lek
-Fee for archaeological field supervision in the amount of 20,000 lek/day. Payment is made after confirmation of the decision of the KKTKM, within 10 days from the issuance of the invoice by the IKTKja.
The fee for intensive archaeological surveillance will be calculated based on the surface area of ??an applied project, as follows:
For a project with an area of ??0–1,000 m2, the unit fee is 1,000/m2 - 50,000 lekë
For a project with an area of ??1,001–5,000 m2, the unit fee is 5,000/m2 -150,000 lek
For a project with an area of ??05,001–25,000 m2, the unit fee is 25,000/m2- 300,000 lek
For projects with an area greater than 25,000 m2, the unit fee is 25,001/m2 – 500,000 lekë
-Fee for archaeological excavation on site at the rate of 70,000 lek/m3 of excavation. The volume of excavation is determined by the IKTK, based on the construction project and archaeological surveys previously conducted in the project area. Payment is made after confirmation of the decision of the KKTKM, within 10 (ten) days from the issuance of the invoice by the IKTK.
-Archaeological survey fee at the rate of 70,000 lek/m3 of survey. The volume of excavation is determined on a case-by-case basis by the IKTK, based on the archaeological survey report. Payment is made after confirmation of the decision of the KKTKM, within 10 (ten) days from the issuance of the invoice by the IKTK. The method of application will depend on the phases that will be needed.
If only intensive archaeological observation is required for an object, the fee for this service only will be applied. If all three phases are required, the fee that will be applied will be the sum of the three fees (observation, excavation and survey).
The fee for responses from the Technical Archive for requests from private individuals is as follows:
-A written response from the Technical Archive 2,000 lek
-A digital response from the Technical Archive 1,500 lek
Fee for providing a copy of a project, report, other technical documentation from the Technical Archive of IKTK in A4 format, in the amount as follows:
-Equipment with a project/technical report in A4 in paper format 2,500 lek
– Equipment with a project/technical report in A4 in digital form 2,000 lek
Fee for providing a copy of a project, report, other technical documentation from the Technical Archive of IKTK in A3 format, in the following amount: Providing a project/technical report in A3 in paper format 2,700
Equipment with a project/technical report in A3 in digital form 2,000
