Strike against the "Çapia" group/ SPAK seizes the staggering

The Special Prosecution Office against Corruption and Organized Crime has conducted investigations within the framework of the criminal proceedings notified on 01.08.2024, for the identification and seizure of movable and immovable assets of a criminal organization, based in the city of Elbasan, led by the brothers FG (alias F. Ç.) and HB (alias H. Ç.)

After conducting numerous investigative actions, it has become possible to identify the use of cryptocurrencies by the criminal organization for the purpose of making various payments, etc.

In accordance with the decision of the GJKKO, no. 683, dated 28.11.2024, "on the assignment of a property security measure", as well as the order of the proceeding body, dated 06.12.2024 "on the execution of decision no. 683, dated 28.11.2024", the investigators of the National Bureau of Investigation (BKH), in the Special Structure against Corruption and Organized Crime, in cooperation with EUROPOL, the Federal Police of Belgium, the Netherlands, and Spain, in the period from 25.11.2024 to 15.01.2025, coordinated actions to enable the execution of the court decision and the order of the proceeding body on the preventive seizure of cryptocurrency assets/values ??in cryptocurrency wallets in the value of over $ 10 million (US Dollars). These results were achieved in close collaboration with a global company known for managing the 'stablecoin' cryptocurrency as well as a world-renowned exchange that manages various cryptocurrency assets.

Pursuant to decision no. 516, dated 10.09.2024, preventive seizure was imposed on:

2 (two) bank accounts in the name of the suspect MM, with a total value of 105,206.65 Euros.

2 (two) bank accounts in the name of the suspect BL, with a total value of 27,212.57 Euros.

As part of this proceeding, as we have previously announced, a large amount of cash was seized, in various currencies and Albanian Lek, with a total value of over 1,000,000 (one million) Euros.

In accordance with court decision no. 467 dated 29.07.2024 with the object of "Implementing preventive seizure", the following immovable and movable assets have been seized:

Land and building (Villa), with a land area of ??464.5 m2 and a building with an area of: underground floor 120.3 m2, ground floor 91.4 m2, first floor 96.9 m2, veranda 18.3 m2, in the “MD” complex, Farkë, Tirana, owned by citizen ER;

Land and building (Villa), with a land area of ??468 m2 and a building with an area of; underground floor 120.3 m2, ground floor 91.4 m2, first floor 96.9 m2, veranda 18.3 m2, in the “MD” complex, Farkë, Tirana, owned by citizen BP;

Land and building (Villa), with a surface area of; underground floor 78.5 m2, ground floor 89.9 m2, first floor 94.1 m2, “MD” complex, Farkë, Tirana, owned by citizen KM;

Immovable property named “Hotel D……”, with a total area of ??340 m2, of which 233.30 m2 is a building, on the street: “Lek Dukagjini”, Tirana, owned by citizen A L.;

Arable land, in Vile-Ballaj, Kavaja, owned by the citizen under investigation AL;

Arable land, in Vile-Ballaj, Kavaja, with owner AL;

Unit, 1-storey service building with area; ground floor 120.5 m2, additional floor 120.5 m2, located in Tirana;

Arable land with an area of ??1300 m2, in Qeparo, Vlora, in the name of citizens MH and G. P;

Pasture land, with an area of ??28970 m2, in Qeparo, Vlora, in the name of citizen MH;

4 garages located in the “MD” complex, Farkë, Tirana, in the name of citizen MH;

Apartment, located in Golem Kavaja, owned by citizen MH;

Duplex D1, ground floor 75.6 m2, first floor 79.5 m2, Tirana, in the name of citizen M. H, located in Tirana;

Economic operator “E B.” LLC, with the sole partner and administrator, citizen AO, as well as the bank accounts of “EB” LLC;

Bar “D……..”, Elbasan with surface area; 210 m2, owned by “EB” LLC;

Unit with an area of ??345 m2, owned by “EB” LLC;

Land with an area of ??9017 m2 and a building of 252 m2, (EB company headquarters building), in Bradashesh, Elbasan, owned by “EB” LLC;

Land with an area of ??1600 m2 and building (restaurant F.) with an area of ??380 m2, in Bradashesh, Elbasan, owned by “EB” LLC;

Former “Vila Gjuta”, consisting of three residential units and a plot of land, located on “Elbasanit Street”, Tirana;

Villa A7, basement 125.5 m2, ground floor 99.2m2, first floor 109.5 m2, veranda 22.4 m2, owned by “EB” LLC;

Apartment, located on "Elbasani Street", owned by the citizen under investigation DD and the citizen EB;

Land property located in Farkë, Tirana, cadastral area no. 1604, volume 14, page 24, with owner DD. Address: Tirana, Farkë e Madhe;

Land property in Farka, Tirana, cadastral zone no. 1604, volume 14, page 25, map index 44-D, with property number 865/15, owned by citizen DD;
