The 390 million euro tender for the construction of the new Port in Porto Romano

The pompous tender process for the construction of the new commercial port in Porto Romano has resulted in a fiasco in the first attempt. Capital has learned that the 390 million euro tender for the construction of the Port has been canceled due to the lack of suitable offers.

The competition for the tender of the new port in Porto Romano was opened at the end of July through a big event led by Prime Minister Edi Rama and his deputy Belinda Balluku. The head of the government announced that 15 companies, the vast majority of which are among the largest in the world, have expressed interest in the construction of this work.

The tender was scheduled to take place on September 16, where these companies had to submit their financial offers. But apparently there was no offer, or they were not in accordance with the required conditions.

Expensive Dutch consultancy

The tendering process for the new port in Porto Romano was led by the Dutch company Royal Haskoning. The Albanian government, through a special consultancy contract, gave this company public attributes until the selection of the winner. For this service, the government has paid 12 million euros to this company, through the Port Authority of Durrës.

The controversial contract with the Dutch was signed thanks to the recent change in the procurement law. But even though the government stepped up the procurement law, even though it gave the company 12 million euros, the tender for the construction of the port failed, forcing the Port Authority to cancel it.

The government lost 15 companies, for which it declared with euphoria that they had expressed interest and were looking forward to competing. And as the existing port of Durrës is gradually being dismantled by the resort of Muhamed Alabbari, Albania is seriously at risk of being left without the largest and strategic commercial node by taking the port business to competing neighboring countries./ Kapital.al
